According to local leaders' reports, Bach Long Vi is the farthest island from Vietnam's shore in the Gulf of Tonkin, 15 nautical miles from the demarcation line between Vietnam and China and 110km from Hon Dau (Do Son - Hai Phong).

Bach Long Vi District was established on December 9, 1992, under the jurisdiction of Hai Phong City. The population of the island district mainly works in fishing and fishing logistics services; during rough seas, many ships and boats enter the harbor for shelter.
After 31 years of construction and development, up to now, the work of Party building has been focused on and comprehensively strengthened in all aspects of politics, ideology, ethics, and cadre organization. The work of building the government and mobilizing the people has been promoted, with positive changes, creating a driving force to promote the good implementation of political tasks.
Regarding infrastructure, since its establishment, the district has invested in the construction of over 60 works and projects, most of which have brought practical socio-economic efficiency, closely linked to the implementation of national defense and security tasks, firmly protecting the sovereignty of the island seas of the Fatherland. Regarding the production and supply of fresh water, it has ensured the supply of clean water for the daily life of the army, people and some ships going out to sea. The system of electricity production and supply using diesel generators, combined with wind power and solar power with a total capacity of over 5 MW (wind power 1 MW, solar power 50 kWp, generator power 3.8 MW) provides stable electricity 24 hours a day to serve the daily life of the army and people on the island, ensuring to meet the electricity demand on the island in the next 10-15 years.
The total value of economic sectors has continuously increased over the years. The industries have gradually formed and developed, focusing on exploiting the potential and advantages of the district, especially promoting the development of fishing logistics services, aquatic product exploitation, aquatic product processing, livestock and poultry farming, vegetable cultivation, and gradually developing tourism.

Under the leadership and direction of the superior vertical sector and the District Party Committee, People's Council, and People's Committee, the district armed forces have comprehensively completed national defense and security tasks.
After listening to local leaders and representatives of the armed forces report on the construction, development and protection of Bach Long Vi island district, General Secretary To Lam expressed his emotion at the warm sentiments and thoughtful reception of the Party Committee, government, soldiers and people of the island district. He also said that he and the delegation were deeply moved when setting foot on the farthest outpost island in the Gulf of Tonkin.
The General Secretary commended and highly appreciated the contributions of generations of cadres, soldiers, youth volunteers, and all the people.
It has been 31 years since the establishment of Bach Long Vi island district, from a deserted, barren island to a green, clean, vibrant island, with busy wharves and piers, and increasingly improved economic and social infrastructure.
This result is a process of arduous labor and constant dedication. A very typical spirit here is the spirit of shock, volunteerism, creativity and enthusiasm of the youth; a place that demonstrates the close, close relationship between the army and the people. This spirit needs to be learned and spread.

The General Secretary emphasized that this was his first visit to Bach Long Vi, a visit that he had personally longed for. The General Secretary assessed the island as pristine and very beautiful. If we evaluate Bach Long Vi Island from various aspects, such as natural conditions, cultural and historical values, and military and defense factors, we can see that the island has an extremely important position, with strategic significance in terms of sovereignty at sea, defense, security, and great potential for marine economic development.
Bach Long Vi Island plays the role of a gateway, controlling important international shipping routes, acting as a logistics and transit center for military activities at sea, and an outpost for controlling security and order at sea. Bach Long Vi sea area is one of the eight major fishing grounds of the Gulf of Tonkin, with a diverse and rich marine ecosystem.
The General Secretary pointed out that the 8th Conference of the 12th Central Executive Committee on the strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045, determined: "Vietnam must become a strong maritime nation, rich from the sea, with sustainable development, prosperity, security and safety, sustainable development of the marine economy associated with ensuring national defense, security, maintaining independence, sovereignty and territorial integrity".

Based on the potential, position and advantages of Bach Long Vi, the General Secretary suggested that Hai Phong City and Bach Long Vi District need to think about specific plans and actions to turn this place into a fortress to protect our sea and airspace in the Gulf of Tonkin, a center for fishing logistics services, developing aquaculture and attracting tourists, as in the spirit of the Resolution of the Politburo.
Creating new vitality for the island
The General Secretary suggested a number of issues for Hai Phong to study and implement. Specifically, it is necessary to plan well the military, economic and ecological zones to have a synchronous investment direction in infrastructure such as energy infrastructure, transportation, telecommunications, military works, fishing infrastructure, climate change response, rising sea levels, storm shelters, ensuring close combination of socio-economic development, associated with strengthening national defense and security.
Along with that, the district continues to strengthen national security and defense at sea and islands, paying attention to the connection of the inter-island security and defense posture, improving the quality of training, combat readiness, regularly conducting combat drills, search and rescue; training the steadfastness and proficient skills of soldiers at the forefront; always having a proactive spirit, vigilance, and high combat readiness.
On the afternoon of November 14, General Secretary To Lam attended the Conference to grant investment certificates of Hai Phong City People's Committee to investors in the Port City.
Hai Phong builds Bach Long Vi into a solid defense zone, ensuring political security and social order and safety. The Ministry of National Defense, the Ministry of Public Security and a number of related ministries and branches summarize the strategy for developing defense economic zones in the sea and island areas, replicating the model, promoting the experience and tradition of our ancestors in combining economy and defense in building and protecting the country.
The General Secretary noted the need to create new vitality for the island, continue planting trees, build freshwater reservoirs, protect the environment and biodiversity of the islands; send more volunteers to the island, attract teachers and doctors to settle on the island. At the same time, strengthen social foundations, constantly consolidate solidarity between the Party Committee, government, forces and people on the island. Special attention must be paid to the material and spiritual life of cadres, soldiers and people on the island. People's lives need to be improved in all aspects, ensuring social security.
Regarding the proposal to develop offshore wind power; build and expand the district's islands, the General Secretary suggested that the Government pay attention to directing ministries, branches and specialized agencies to identify specific issues and continue to promote the development of military and civil infrastructure to meet the needs of socio-economic development and ensure national security and defense in coastal and island areas.
Regarding the development of the marine economy of Bach Long Vi island, the General Secretary emphasized the need to closely follow Resolution 45, dated January 24, 2019 of the Politburo on the development of Hai Phong city to 2030, with a vision to 2045. Hai Phong must be determined to build Bach Long Vi island into a logistics center for fisheries and search and rescue at sea in the northern region, develop high-end seafood farming, and develop high-end resort tourism associated with the conservation of marine ecosystems.
Previously, in a friendly talk with people living and working on Bach Long Vi island district, General Secretary To Lam praised the army and people on the island for their solidarity and close coordination in building the outpost island of the Fatherland to become increasingly prosperous in economy and strong in national defense and security.
Kindly inquiring about the lives of soldiers and civilians on the island, the General Secretary sent to the people, cadres and soldiers living and working on the island district the best regards, encouragement and sentiments of the Party, State and people leaders from the mainland.
On this occasion, General Secretary To Lam and the delegation laid wreaths and offered incense at the Monument to the heroic martyrs of Bach Long Vi island district and visited and presented gifts to officers and soldiers of Radar Station 27.
The General Secretary and the delegation attended the groundbreaking ceremony for the project to build a public house, a canteen, and an infection control house at the Bach Long Vi District Military, Civilian, and Medical Center.
On this occasion, the General Secretary also presented gifts to Bach Long Vi island district, armed forces and 10 typical policy households.
