On September 27, the Department of Transport of Lam Dong province said that the Department has worked with the Departments of Planning and Investment, Construction, Finance, Natural Resources and Environment and the Provincial Transport Project Management Board to propose the location, scale and investment plan for rest stops on the Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressways under the public-private partnership (PPP) method.
Deputy Prime Minister Tran Hong Ha inspected the Bao Loc - Lien Khuong expressway route.
According to the Department of Transport, the proposed location of the rest stop on the Tan Phu - Bao Loc highway is to remain the same (according to the documents being submitted for appraisal) at Dam Bri hydropower reservoir (Km105+300-left route and Km106+500-right route), in Loc Tan commune, Bao Lam district.
This location is already in the land use planning. If it is moved to another location, the planning will have to be adjusted and supplemented, leading to failure to ensure project progress.
For the Bao Loc - Lien Khuong expressway project, the Department proposed to choose the location of the rest stop at about Km165 (both left and right sides of the route), in Gia Hiep commune, Di Linh district.
This location is suitable for the distance between rest stops according to highway design standards. The land at this location is quite flat, mainly agricultural land. This is also the intersection area between provincial road 723 (according to planning) and the highway, so it is feasible in terms of investment efficiency.
The two completed expressways will connect to the Lien Khuong - Prenn expressway leading to Da Lat city.
Lam Dong Department of Transport also said that the scale of rest stops on the Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressways is in accordance with national technical standards, with an area of 3 - 5 hectares/station. The construction arrangement will be convenient because Lam Dong province's terrain is hilly and mountainous, making it convenient for leveling the ground.
Also according to the Department of Transport of Lam Dong province, after studying the guidance documents, the departments and branches have agreed on the location, scale, area, technical requirements, compensation costs for site clearance and land acquisition in the total investment (excluding construction investment costs), ... to build the rest stop.
The selection of investors to build rest stops will be carried out in accordance with the provisions of the Road Law and other regulations at the time of organizing the preparation of bidding documents and selecting investors.
Route direction - Dau Giay - Tan Phu - Bao Loc - Lien Khuong Expressway.
"After the meeting, the Department of Transport discussed with two representatives of the Investor consortium proposing the project (Deo Ca Group Joint Stock Company - representative of the Investor consortium proposing the Tan Phu - Bao Loc expressway project; Phuong Trang Group Investment Joint Stock Company - FUTA GROUP - representative of the Investor consortium proposing the Bao Loc - Lien Khuong expressway project), agreeing on the above contents for the Department to report to the Provincial People's Committee.
However, the two representatives of the Investor proposed that the project has not agreed on the above-mentioned rest stop location and requested to continue surveying the site and coordinate to re-propose the rest stop location of the two expressway projects to ensure suitability and investment efficiency," added the leader of the Department of Transport of Lam Dong province.
