Determine the highest political determination in implementing the contents of Resolution 11 of the Central Committee

(BĐ) - On the morning of April 16, the Politburo and the Secretariat held a national conference to disseminate and implement the Resolution of the 11th Conference of the 13th Party Central Committee.

Attending the conference at the central bridge were General Secretary To Lam; Politburo members: President Luong Cuong, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man.

Also attending were former leaders of the Party and State; Politburo members, Secretariat members, Central Party Committee members, alternate Central Party Committee members, leaders of departments, ministries, and branches...

The conference was connected to 21,000 points from the central to commune levels and agencies and units with more than 1.5 million delegates attending; broadcast live on VTV1 channel, broadcast via Voice of Vietnam Radio.

Attending at the Binh Dinh Provincial Party Committee bridge were comrades: Ho Quoc Dung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Kim Toan, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Pham Anh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; former provincial leaders; members of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee, leaders of departments, branches and sectors.

In Binh Dinh, the Conference was connected online to 174 points at all levels, with the participation of 15,228 delegates.

At the Conference, Prime Minister Pham Minh Chinh delivered a presentation on "Draft documents submitted to the 14th National Party Congress: New points in summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; new points in the draft Report summarizing the work of Party building and implementation of the Party Charter submitted to the 14th National Party Congress; new points in the draft Political Report; new points in the draft report on the 5-year implementation of the 10-year socio-economic development strategy 2021 - 2030, directions and tasks for socio-economic development in the 5-year period 2026 - 2030".

Next, the Conference listened to National Assembly Chairman Tran Thanh Man deliver a presentation on the topic "Amending the Constitution and laws; orientations for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term".

National Assembly Chairman Tran Thanh Man said that the scope of this amendment and supplement to the Constitution focuses on two groups of contents: Provisions of the 2013 Constitution related to the Vietnam Fatherland Front and socio-political organizations (concentrated in Articles 9 and 10) to meet the requirements of streamlining the organizational apparatus, promoting the role, responsibility, and proactiveness of the Vietnam Fatherland Front, the role of gathering classes and strata, focusing on residential areas, close to the people, to each household; provisions in Chapter 9 of the 2013 Constitution to implement the model of organizing a two-level local government.

Regarding the direction of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, it is expected that the election will be held earlier than the previous election to create synchronization with Party committees at all levels and promptly implement the resolution of the 14th Party Congress. The election day of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is expected to be Sunday, March 15, 2026.

The conference also heard Head of the Central Organizing Committee Le Minh Hung deliver a presentation on the topic "Continuing to streamline the organization, making it efficient, effective and efficient; amending and supplementing regulations on implementing the Party Charter; Directive No. 45-CT/TW of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party and Conclusion No. 118-KL/TW dated January 18, 2025 of the 13th Politburo on Party congresses at all levels for the 2025-2030 term"; and implementation plan.

In his speech, General Secretary To Lam emphasized the importance of the contents reported at the Conference, and requested Party committees and organizations at all levels to continue to study, thoroughly grasp, seriously and thoroughly, and focus on building specific action programs with clear people, clear work, clear methods of implementation, and clear completion time.

The General Secretary emphasized 3 general requirements and 4 notes on the need to implement the major policies of the Central Committee. In particular, the requirement is that Party committees, Party organizations, and leaders of localities and units need to determine the highest political determination in implementing the contents of the Resolution of the 11th Party Central Committee Conference; create a unified awareness throughout the Party and the entire people; and be determined to achieve the highest goals set.

Accordingly, before June 30, 2025, complete the amendment of the Constitution; from July 1, 2025, ensure the stable operation of the new government after the arrangement of commune-level administrative units; complete the merger of provinces before September 1, 2025; complete the commune-level Party Congress before August 31, 2025, complete the Provincial Party Congress before October 31, 2025; the National Party Congress begins in the first quarter of 2026; elect National Assembly and People's Council deputies in March 2026.

Regarding the four issues that need attention, General Secretary To Lam emphasized the contents related to streamlining the apparatus, merging provinces, not organizing at the district level, and merging communes. Accordingly, localities must be proactive and responsible in the arrangement based on the criteria, standards and quantitative orientation of the Central Government with the highest goal of building a government that is close to the people, serving the people better. The plan and implementation roadmap must be synchronous, unified, smooth, and effective, not allowing the arrangement of the apparatus to disrupt the operations of agencies, production and business activities and daily activities of people and enterprises.

Implementing the streamlining of the organizational apparatus has a great impact on personnel work, therefore, it is necessary to be impartial and objective in arranging personnel, fully implementing regulations and instructions; strengthening control of power, linking power with personal responsibility.

Regarding documents for Party congresses at all levels, the General Secretary noted the need to focus on ensuring the organization of congresses in a systematic and tight manner, especially in newly merged and consolidated localities; pay attention to carefully preparing congress documents and congress personnel work according to the directives issued by the Central Committee.

The General Secretary emphasized that comrades from the Central to local levels and grassroots levels need to promote a high sense of responsibility towards the Party and the people, focus on leadership and direction to achieve the highest possible results of the plans and goals set out at the 11th Central Conference; prepare a solid foundation for the 14th National Party Congress, and firmly bring the country into an era of national development and prosperity.
