Conference overview.

On the afternoon of March 21, the Science and Technology Council of Thanh Hoa province for the 2021-2026 term held its second meeting (first meeting) to determine provincial-level science and technology tasks in 2024 and prioritize science and technology tasks in 2025. Comrade Le Duc Giang, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Chairman of the Science and Technology Council of the province for the 2021-2026 term chaired the meeting.

Implementing the direction of Vice Chairman of the Provincial People's Committee Le Duc Giang in Official Dispatch No. 122/UBND-NN dated January 3, 2024, the Department of Science and Technology - the standing agency of the Provincial Science and Technology Council has compiled documents to determine provincial-level science and technology tasks using the state budget in Thanh Hoa province starting from 2024 and developing a Draft announcement on science and technology research orientation starting from 2025.

Accordingly, for 42 proposals for ordering provincial-level science and technology tasks in 2024 approved at the first meeting on December 19, 2023 of the Provincial Science and Technology Council, the Department of Science and Technology organized the establishment of 42 Advisory Councils to determine science and technology tasks in 2024, review and evaluate 42 proposals for ordering. As a result, there were 41 proposals for implementation, 1 proposal for non-implementation.

Regarding the proposals for ordering provincial-level science and technology tasks in 2024 that require adjustment and supplementation, by March 1, 2024, the Department of Science and Technology received 8 proposals for ordering additional tasks to be implemented from 2024. The Department of Science and Technology has organized a review and evaluation of provincial-level science and technology tasks that are capable of being applied and solving urgent problems that are being raised in practice, contributing to practically and effectively serving the socio-economic development of the province. After synthesizing and organizing the review and evaluation, 8 proposals for ordering were assessed as meeting the preliminary requirements according to Clause 2, Article 8 of Decision No. 205/2015/QD-UBND dated January 21, 2015 of the Provincial People's Committee.

Regarding the orientation of science and technology research starting from 2025, the Department of Science and Technology has organized specialized seminars with the participation of representatives of leaders of departments, branches, units, members of the Science and Technology Council of the branches and units. Based on the feedback, and at the same time based on the resolutions, decisions, plans and programs for science and technology development and innovation of the branches and units to serve socio-economic development, ensuring national defense and security in the province, the Department of Science and Technology has drafted a notice of the orientation of science and technology research starting from 2025.

Accordingly, the draft report on priority orientation for provincial-level S&T tasks using the State budget in 2025 requires provincial-level S&T tasks to be urgent, novel, advanced and feasible, ensuring practicality and effectiveness; have application addresses for the results and be committed by provincial departments, branches, and sectors, district-level People's Committees, organizations, and units to use the results when the S&T tasks are completed. Agencies, organizations, and units applying the expected results must have sufficient prestige and capacity to effectively receive and deploy the products in the following fields: Agriculture and rural development; industry and trade; construction and transportation; culture, sports and tourism; education and training; medicine and pharmacy...

At the conference, the Science and Technology Council voted to agree on 5 additional proposals to submit to the Specialized Advisory Council; voted to select 41 provincial-level science and technology tasks to submit to the Chairman of the Provincial People's Committee for approval to implement in 2024.

Vice Chairman of the Provincial People's Committee Le Duc Giang, Chairman of the Provincial Science and Technology Council delivered a concluding speech at the conference.

Speaking at the conclusion of the conference, Vice Chairman of the Provincial People's Committee Le Duc Giang highly appreciated the seriousness and responsibility of the Council members in evaluating and selecting S&T tasks to implement in 2024 and orienting priorities for provincial-level S&T tasks using the State budget in 2025.

He noted that for the science and technology tasks that have been and are being implemented, the Department of Science and Technology needs to strengthen specific on-site inspections in localities and units to ensure proper implementation and effective implementation in practice.

He also requested the drafting unit to complete the report on priority orientations for provincial-level science and technology tasks in 2025; urgently advise the province to issue a Decision to implement 41 provincial-level tasks, establish an Advisory Council to advise on 5 additional tasks; at the same time, widely promote priority orientations and provincial-level science and technology tasks in 2025.
