Breakthrough in innovative thinking
One of the first breakthroughs that Dak Nong focused on implementing was raising awareness and renewing thinking in science and technology (S&T) development, innovation and national digital transformation.
On January 13, 2025, the National Online Conference on "Implementing Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo" (Resolution 57) was connected by the Standing Committee of Dak Nong Provincial Party Committee from the Central bridge to the provincial, district and grassroots bridge points.
After the conference, each cadre and party member is responsible for studying and learning Resolution 57. At the same time, propagating and disseminating the content to the people.
Party committees, authorities and party organizations will enhance their roles and responsibilities in effectively directing the implementation of the resolution, turning science and technology, innovation and digital transformation into driving forces for socio-economic development.
The tasks of developing science and technology, innovation and digital transformation are integrated into annual work programs and plans, becoming criteria for evaluating work efficiency and emulation and rewards.
To effectively carry out the task, the province will arrange a number of cadres with appropriate scientific and technical expertise in Party committees at all levels.
At the same time, promote the spirit of creativity, daring to think, daring to do, daring to take responsibility of the staff and party members in developing science and technology, innovation and digital transformation.
The province will promote propaganda and education to raise awareness, political determination, create trust and new momentum in society about science and technology development, innovation and digital transformation.
The "digital learning" movement, improving science and technology knowledge for cadres, civil servants, public employees and the people has been expanded. Start-up, innovation and improvement movements to improve work efficiency and labor productivity will contribute to the successful implementation of the goals and tasks of science and technology development, innovation and national digital transformation.
The province will expand and diversify forms of honor, commendation, and timely and worthy rewards for scientists, inventors, businesses, organizations, and individuals with achievements in science and technology development, innovation, and digital transformation.
Including respect for every invention, innovation, technical improvement, and initiative to improve work efficiency and performance, no matter how small.
Create new mechanism
In the spirit of Resolution 57, Dak Nong will urgently amend, supplement and perfect mechanisms and policies on science and technology, innovation and digital transformation to remove bottlenecks and promote development.
The province encourages scientific research, technology development, reforms the management method of scientific and technological tasks, simplifies administrative procedures, and grants autonomy in the use of research funds.
Public scientific research organizations are given financial and personnel autonomy and are allowed to cooperate with businesses to optimize resources.
In particular, the province agreed to upgrade and have mechanisms and policies to support and develop effective public science and technology research organizations. In which, it will delegate the authority to be autonomous and responsible for organization, staff, finance and expertise.
These organizations will use the State budget to hire experts, use tangible and intellectual assets to link and cooperate in science and technology with organizations and businesses.
For example, in the agricultural sector, which is Dak Nong's strength, it is also being prioritized with many policies to support scientific and technological research.
Deputy Director of the Dak Nong Department of Agriculture and Environment Ngo Xuan Dong said that the province currently has 7 high-tech agricultural zones, with a total area of about 3,500 hectares. According to the plan, by 2025, the province will have 11 high-tech agricultural zones, with a total area of 5,300 hectares.
Thus, for the 2025 mission, Dak Nong must strive to build 4 more regions. In which, districts, cities, and ownership entities have a very important role in participating with solutions to ensure and put into practice the regions applying high-tech agriculture.
“The industry will continue to research and propose mechanisms and policies to promote high-tech agricultural zones to develop quickly, strongly, sustainably and effectively,” said Mr. Dong.
The province also advocates restructuring the budget for science and technology, focusing on key areas and avoiding spreading. At the same time, there is a mechanism to encourage public procurement of scientific research products created by enterprises in the province.
Prioritize resources
Dak Nong is focusing on researching and developing clean energy infrastructure and exploiting mineral resources reasonably, aiming to become an industrial center for mining and processing bauxite - alumina - aluminum.
The province also focuses on building a system of research centers and key laboratories, focusing on new technologies and supporting businesses to invest in the field of science and technology.
For example, in 2024, the province will continue to implement the Project "Investment in enhancing inspection, calibration and testing capacity of the Center for Information, Engineering and Application of Science and Technology", with a total allocated capital of 3 billion VND.
Every year, Dak Nong Science and Technology Department has organized surveys to grasp the production and business situation, evaluate the capacity and technological level of enterprises.
From there, identify the need for technological improvement and innovation, help enhance the capacity of enterprises to absorb, master and innovate technology, and promote the development of new science and technology products.
Regarding human resource development, Dak Nong advocates building a strong team of science and technology intellectuals with the capacity to advise the government in formulating policies for science and technology development. Policies to treat and attract high-quality human resources and science and technology experts are also of interest.
The province will pilot the establishment of centers and research labs to teach science, technology, and innovation in schools. At the same time, digital skills will be popularized for people through online platforms.
Currently, Dak Nong has signed a cooperation program on training support.
Creating human resources with Dong Nai Science and Technology Association and 5 universities in the Association.
This will be a favorable condition to support Dak Nong in human resource training, especially in some fields such as renewable energy and processing industry.
It is known that along with the economic and social development, the intellectual team of Dak Nong has rapidly increased in quantity and improved in quality, contributing significantly to the cause of building and developing the province's economy and society.
According to statistics, the intellectual team of Dak Nong province currently has 16,704 people. Of which, intellectuals have doctoral degrees and equivalent 23 people; intellectuals have master's degrees and equivalent 664 people; intellectuals have university degrees and equivalent 12,907 people; intellectuals have college degrees and equivalent 1,824 people and the rest are other intellectuals.
Promote the application of science and technology
According to Vice Chairman of the People's Committee of Krong No district, Tran Dang Anh, the implementation of science and technology tasks encountered difficulties in the transfer stage for practical application.
Some models, after being handed over from the research unit, were implemented by the district right in the locality and invited cooperatives to participate. However, due to the lack of a clear financial support mechanism, many science and technology tasks are still "in the closet".
Director of Dak Nong Department of Science and Technology Hoang Van Thuan said that according to regulations, assets invested from the budget are public assets. Assets formed after the S&T tasks will be public assets, managed according to the law and transferred to State agencies and State enterprises.
“This asset will not be transferred to cooperatives, private enterprises or individuals. This is also a major problem. The Ministry of Science and Technology has proposed many times, hoping that there will soon be a solution to promote the widespread application of scientific and technological results in practice,” Mr. Thuan shared.
In the spirit of Resolution 57, in the coming time, Dak Nong will have preferential policies to encourage enterprises, especially small and medium enterprises, to invest in research, application of science, and technological innovation to improve production and business efficiency and corporate governance.
The province will have strong enough policies to encourage entrepreneurship in science and technology, innovation and digital transformation, along with policies to support startups and attract startups in Dak Nong.
Dak Nong will also strongly encourage the development of science and technology enterprises, digital enterprises, creative startups, and creative incubators. Establish science and technology service organizations with the task of introducing and providing services and technologies to meet the requirements of enterprises and the market.
Next is to research mechanisms and policies to support the formation and development of a number of large-scale strategic digital technology enterprises in the province to develop digital infrastructure.
Along with that is the ordering mechanism, assigning tasks to digital technology enterprises to carry out key tasks of digital transformation in Dak Nong.
To promote the application of science and technology, recently, the science and technology sector has announced and received proposals for support for small and medium-sized enterprises to start innovative businesses under the Project "Supporting small and medium-sized enterprises to start innovative businesses in Dak Nong province until 2025".
Thereby, continuing to implement policies and mechanisms to support enterprises in applying science and technology in production and business. At the same time, encouraging the spirit of entrepreneurship, innovation and digital transformation.
