Socialization of Education and Training in the province in the period 2025-2030

Based on the socio-economic and educational development situation of Tay Ninh province, to accelerate the international integration process and effectively implement the socialization of education in the period of 2023-2025, with a vision to 2030, the Department of Education and Training submitted to the Provincial People's Committee the Project on Socialization of Education and Training in the province for the period of 2025-2030.

The 2019 Education Law, Article 16, affirms: “Developing education and building a learning society is the cause of the State and the entire people, in which the State plays the leading role. Diversifying types of educational institutions and forms; encouraging and mobilizing organizations and individuals to participate in educational development; promoting non-public and private educational institutions to meet social needs for high-quality education. Organizations, families and individuals are responsible for taking care of education and coordinating with schools to build a safe and healthy educational environment.”

Through the socialization of education to promote the intellectual and material potential of the people, mobilize the whole society to care for the cause of education; create conditions for the whole society to enjoy the fruits of education, improve professional skills, knowledge and adaptability to the labor market. At the same time, diversify types of education, expand links, cooperation and reasonably develop non-public educational institutions.

It is forecasted that by the 2025-2026 school year, the whole province will have about 240,992 preschool and secondary school students; by 2030, there will be 272,543 preschool and secondary school students.

To meet this scale, it is necessary to expand the scale of existing schools, establish 10 new public schools, renovate and build 869 more classrooms at all levels, and add 1,588 teachers at all levels.

To socialize Education and Training, Tay Ninh strives that by 2030, public educational institutions will be autonomous (including 1 unit that ensures regular expenditures in Group 1; 6 units that ensure regular expenditures in Group 2; 106 units that ensure regular expenditures in Group 3 and 334 units that ensure regular expenditures in Group 4).

The number of projects calling for socialization in the field of education and training in the project is 10 projects (3 kindergartens and 6 multi-level kindergarten and general schools and 1 project of Vocational training and general education complex).

The target by 2030 is that the number of students in non-public education at specific levels will reach 35% in preschool education; over 2% in primary education; over 3.6% in secondary education; and over 11.7% in high school. In addition, we will focus on promoting investment in facilities and improving the quality of teaching and learning at all public schools, ensuring optimal conditions for students to access modern education. The total estimated cost of the project is 416 billion VND (of which 400 billion VND is socialized capital and 16 billion VND is supported by the State budget).

To achieve the goal, the Project has proposed implementation solutions, assigned according to the functions and tasks of each unit. In particular, focusing on promoting propaganda to raise awareness of socialization in the political system and people; strengthening investment promotion, promoting attraction of socialized projects in the field of education and training; strongly improving the investment environment, promoting administrative procedure reform; enhancing digital transformation in education; diversifying non-state budget resources for investment in education and training development; implementing new tuition regimes and social policies to support and encourage learning; planning education and training development, gradually converting educational institutions that do not meet the requirements in terms of area, scale and location.
