The WHO Europe report, based on surveys of nearly 250,000 15-year-olds in 42 countries between 2014 and 2022, found that condom use among adolescents was declining in some countries. The proportion of men using condoms during sex fell from 70% (in 2014) to 61% (in 2022), and among women from 63% to 57%.

The WHO blames a lack of sex education and calls on policymakers to improve it. Countries that do provide age-appropriate sex education also face resistance due to the misconception that it encourages sexual behavior.
The report found that condom use among girls was lowest in Albania (24%) and highest in Serbia (81%). For boys, the lowest use was in Sweden (43%), while the highest was in Switzerland (77%).
