Land acquisition concerns hinder project progress

In late April 2024, Giao Thong Newspaper reporters were present at the construction site of Route 3 of the main road in Thai Binh Economic Zone (located in Nam Hai commune, Tien Hai district) and recorded that many equipment and machinery were gathered, and hundreds of officers and technical workers were present at the construction site.

However, there are still many sections and points where contractors cannot start construction due to site clearance problems, causing the project to be chaotic, stagnant, and at great risk of being behind schedule.

The contractor is gathering construction machinery but does not have a clean site yet.

According to the reporter of Giao thong Newspaper, in many areas along the route such as the intersection of National Highway 37B in Nam Binh Commune (Kien Xuong District); DH30 in Nam Hai Commune, DT221A intersection in Nam Hung Commune (Tien Hai District) ... there are still many technical infrastructure works of electricity, water, and telecommunications.

A representative of the Project Management Board (PMU) for investment and construction of traffic works in Thai Binh province said that 5 main roads in Thai Binh Economic Zone have been invested with over 2,500 billion VND. Route 3 has a length of over 13km from the coastal road to National Highway 37B, spanning Kien Xuong and Tien Hai districts, designed according to expressway orientation standards. According to the contract, the project implementation period is 1,430 days (47.7 months).

"Within the area of ​​11.5/13.07km of the handed-over site, the contractor has completed excavation of the roadbed and treated the weak soil with sand piles, wicks and roadbed sand filling. Currently, the construction of the roadbed reinforcement layers and precast components is underway. To date, the value of construction and installation has reached about 560 billion VND," informed the representative of the Project Management Board.

Due to the lack of clean land and scarcity of sand, the project of route 3 of the main road in Thai Binh province's economic zone is at risk of being behind schedule.

However, according to the investor, the project currently has about 2km of land clearance problems for 238 households, while the procedures for implementing resettlement areas are very slow.

To solve the problem of land acquisition, Kien Xuong district is adjusting the design plan, reducing the number of households whose land will be recovered from 33 households to 21 households compared to the original plan.

Tien Hai district has to reclaim land from 217 households, has completed the inventory of land, assets, trees, and crops on the land, is completing the verification of land origin and establishing a land acquisition plan, is organizing the establishment of a project to build 2 resettlement areas in Nam Hung and Nam Hai communes, however, the procedure for approving the environmental impact assessment report as a basis for approving the resettlement area project has not been completed.

"We will continue to promote propaganda work and make efforts to soon have a clean site for the project," said a representative of the Project Management Board.

Completely remove the obstacles in terms of land

Speaking with Giao Thong Newspaper reporter, Mr. Hoang Dinh Hieu, Deputy General Director of Xuan Quang Construction Joint Stock Company, representative of the joint venture contractor of route 3 of the main road in Thai Binh Economic Zone, said that up to now, the project has only completed more than 35% of the progress, not meeting the set requirements.

A project on line 3 in Nam Hong commune has not been able to complete land acquisition.

"We are trying to rush the construction of the items with the maximum number of workers and machines; the project is still on schedule. However, not being able to timely obtain land clearance will greatly affect the project's progress," said Mr. Hieu.

Explaining the difficulties in implementing the current slow land acquisition work, Mr. Hieu said that the procedures for implementing resettlement areas are very slow, and the land acquisition for residential land scattered among agricultural land (Nam Trung commune has 3 households, Nam Hong commune has 30 households, Nam Hai commune has 5 households) is still facing many problems.

In addition to the site clearance problem, the contractor continues to face difficulties in sourcing materials, mainly sand for foundation. Mr. Hieu explained that because 100% of the supply of this material must be sourced from Hanoi and Phu Tho, the long distance will directly affect the price.

"The price of sand for embankment increases every day. Since the construction started in October 2023, the contractor has had to adjust the price 6-7 times, equivalent to an increase of 60-70 thousand VND/m3 compared to the market price of sand. However, the announced price of Thai Binh province only increased by a total of 15 thousand VND/m3.

There are still about 2km of the route that have not been cleared, mainly residential land and interspersed land, leading to unconnected routes, difficulties in material gathering points, moving machinery, and having to take detours to transport materials, causing high costs," Mr. Hieu added.

Many households in Nam Hai commune have not been able to obtain land clearance, causing the project to stop.

Previously, Mr. Nguyen Quang Hung, Permanent Vice Chairman of Thai Binh Provincial People's Committee, requested localities to strive to completely resolve project site clearance problems before April 30, and no later than May 15.

"In particular, it is necessary to speed up the progress of moving technical infrastructure works on the route in the first quarter of 2024; immediately deploy procedures and processes for site clearance on residential land as well as speed up the progress of project approval and construction of infrastructure in resettlement areas," Mr. Hung requested.

In addition, the leaders of Thai Binh Provincial People's Committee also requested departments and branches to speed up the bidding process for sand mines; support and guide contractors in ensuring the supply of materials for project construction.
