Over the past years, the Party Committee, the Command of Region 5, and Party committees and commanders at all levels have thoroughly grasped and seriously and effectively implemented the Law on Officers of the Vietnam People's Army in 1999, amended and supplemented in 2008 and 2014 (Law on Officers).
Notably, Naval Region 5 has done a good job of advising and proposing the issuance of legal documents on the implementation of the Law on Officers; strictly followed the principles, regulations and guidelines on personnel work, especially the principle of democratic centralism; and well implemented the work of planning, training, fostering, management and policies for cadres.
The region regularly leads and directs agencies and units to do a good job of propagating and educating the Law on Officers and documents guiding the implementation of the Law on Officers.
At the same time, pay attention to building a team of officers with steadfast and strong political will, good moral qualities, responsible, scientific, dynamic, creative working methods and methods, and good completion of assigned tasks.
From there, contribute to building a strong, comprehensive, exemplary and typical unit.

At the conference, the discussions focused on clarifying the results achieved after more than 23 years of implementing the Law on Officers.
In addition, it points out the shortcomings, limitations, causes, lessons learned and recommends and proposes many measures to resolve difficulties and inadequacies to improve the quality of implementation of the Law on Officers in the coming time.
