An important "support base"

The campaign to build a cultural environment within press agencies and a culture of Vietnamese journalists was launched by the Central Propaganda Department, the Ministry of Information and Communications, and the Vietnam Journalists Association on the occasion of the 97th anniversary of Vietnam's Revolutionary Press Day (June 21, 2022).

Simultaneously, the set of criteria for implementing "Culturally-Oriented Press Agencies and the Culture of Vietnamese Journalists," with 6 points for press agencies and 6 points for journalists, was also launched. This is a major movement within the journalistic community; although it has only been implemented for two years, it has already yielded clear results.

The Press Law, the Code of Professional Ethics for Vietnamese Journalists, and the Rules for the Use of Social Media by Vietnamese Journalists all emphasize the importance of improving the culture and professional ethics of journalists, considering this a vital issue in journalistic activities.

However, the reality seems insufficient. To rectify journalistic ethics and contribute to the realization of the goal of building a professional, humane, and modern press, the preservation and promotion of journalistic culture must continue to be widely disseminated and expanded.

Following the launch of the "Building a Cultural Environment in Press Agencies" emulation movement, press agencies have further concretized it into solutions linked to the strict implementation of the 10 Codes of Professional Ethics for Journalists.

Vietnam is working to deepen and enhance the effectiveness of this movement, helping each media agency and each journalist raise their awareness and responsibility in their mission as writers. This will lead to the creation of many high-quality journalistic products rich in positive cultural values, contributing to the inspiration and guidance of positive cultural currents in social life.

It can be said that after two years of implementation, the movement has truly become an integral part of the lives and work of journalists. For example, in Hanoi , nine branches and chapters of the Journalists' Association have organized signing ceremonies and implemented the movement among their staff, reporters, and members, adhering to the 12 criteria set forth by the movement.

Through this movement, the establishment of culturally-minded press agencies and journalists in the capital city has created a foundation, continuing the cultural tradition of Hanoi's journalism. At the same time, each journalist has enhanced their awareness, self-cultivation, and promoted the noble values of journalism, continuing to train themselves with the motto of maintaining sharp pens, integrity, impartiality, and objectivity in reporting and writing; upholding the social responsibility, ethics, and culture of journalists.

As many have noted, once the movement truly became integrated into daily life and the work of journalists, the phenomenon of journalists behaving unethically in their work has been overcome and reduced.

In particular, the cultural content in journalistic works has been significantly enhanced. At the same time, media organizations have also promoted the application of information technology, gradually digitizing publishing processes, implementing efficient operational procedures, and ensuring the highest standards of accuracy, reliability, and humanistic values in each work.

In particular, we must emphasize and promote the pioneering and exemplary role of key officials, as this team serves as a shining example, inspiring young journalists to join hands in building a positive journalistic culture.

It becomes a regular part of daily life.

When journalists engage in unprofessional behavior, driven by personal gain or self-interest, it constitutes anti-cultural conduct and leaves a negative impression.

Such practices not only damage the reputation of genuine journalists but also diminish the prestige and role of journalism. Therefore, according to experts and journalists, building a cultured media organization and a cultured journalist is a long-term movement, not just a short-term initiative, but one that must become a regular, long-term practice for media organizations.

Regarding this issue, the Standing Vice President of the Vietnam Journalists Association, Nguyen Duc Loi, affirmed that for Vietnamese journalism to truly be "modern, professional, and humane," building a journalistic culture and cultivating cultured journalists must become a vital issue, an indispensable and extremely urgent requirement for all Vietnamese media organizations.

As the journalistic landscape becomes increasingly dynamic, the cultural environment of journalism must be established and serve as a solid foundation for the healthy, well-directed, professional, and modern development of Vietnamese journalism, while remaining truly humane. Therefore, from individuals to collectives, working together to effectively implement this movement will contribute to creating a healthy working environment and making a positive contribution to the cause of journalism.

When clarifying the core values of journalistic culture and why it is necessary to promote the emulation movement "Building a cultural environment in press agencies," Associate Professor Dr. Do Thi Thu Hang - Head of the Professional Affairs Department, Vietnam Journalists Association, also stated that culture in journalism is not something lofty or abstract.

Humanistic journalism is journalism that fulfills its responsibilities and principles, operates in accordance with the law, and considers the impact of information on readers and on the individuals involved. Only when each media organization and each journalist possesses a strong sense of culture will they be aware of their responsibility to develop operational plans and work with the aim of dedicating themselves to their profession; producing high-quality, positive journalistic products that spread humanistic and cultural values.

Journalistic works are often not the work of an individual journalist, but also represent an organization, or even public opinion. Therefore, effectively implementing the "Building a Cultural Environment in Media Organizations" aims to contribute to the promotion of progressive and humane values in journalistic activities. This encourages each newsroom to strive to become a shining example of culture, while simultaneously strengthening the media organization's resilience against negative influences from outside society.

The most fundamental values of professional ethics are always closely linked to journalistic culture. Therefore, the effectiveness of the movement and the serious implementation of the 10 Codes of Professional Ethics for Vietnamese Journalists and the Code of Conduct for Journalists on Social Media Use are always top priorities. These are very specific and practical standards aimed at defining the responsibilities and ethics of journalists in their professional activities.

With the glorious mission of being a vanguard soldier on the ideological and cultural front, every journalist needs to clearly define their responsibility in igniting the flame of knowledge and compassion throughout society. Each article must be a cultural work, imbued with humanistic values, reflecting the national cultural values, powerful enough to move people's hearts, and guiding them towards the noble values of truth, goodness, and beauty. Every media organization must be a leading example in building workplace culture and organizational culture.
