On the morning of August 22, the People's Court of Dong Nai province reopened the trial of violations at the Phuoc Thai Commercial Residential Area project (abbreviated as Phuoc Thai Residential Area, in Tam Phuoc ward, Bien Hoa city).
Accordingly, 12 defendants were prosecuted for violating regulations on compensation and resettlement support when the State reclaims land, including: Truong Quoc Tuan (48 years old, residing in An Phu Ward, Ho Chi Minh City, former General Director of Phuoc Thai Housing Investment and Trading Joint Stock Company); Nguyen Tan Long (58 years old, former Vice Chairman of Bien Hoa City People's Committee); Nguyen Tan Tai (61 years old, former Director of the Provincial Land Fund Development Center - Bien Hoa City Branch); Nguyen Huu Thanh (59 years old, residing in Tam Phuoc Ward), and defendants who were former officials of the Provincial Land Fund Development Center - Bien Hoa City Branch and Tam Phuoc Commune People's Committee (now Tam Phuoc Ward).

Defendant Le Viet Hung (66 years old, former Director of the Department of Natural Resources and Environment) had his charges changed from violating regulations on compensation and resettlement support when the State reclaims land to violating regulations on land management. Through evaluating the documents and evidence in the case file and the results of the confrontation with defendant Hung at the trial, the Provincial People's Procuracy agreed with the view of the Panel of Judges that the defendant's actions showed signs of violating regulations on land management.
Previously, on June 21, Dong Nai Provincial People's Court opened the first instance trial of 13 defendants in the case of "Violating regulations on compensation, support, and resettlement at Phuoc Thai Residential Area".

According to the indictment, in 1995, the Prime Minister signed a decision to lease nearly 9 hectares of land in Tam Phuoc Commune to Kia - Hoang Hung Ceramics Company Limited (Huy Hoang Garment - Construction Joint Stock Company, a joint venture with a foreign company) to build a ceramic factory; because the project was not implemented, in 2009, the Dong Nai Provincial People's Committee revoked the investment license. In 2015, Truong Quoc Tuan (Director of Phuoc Thai Housing Investment and Trading Joint Stock Company) received the transfer of the land for more than 35 billion VND, discussed with Nguyen Van Duc (Vice Chairman of Tam Phuoc Commune People's Committee) to legalize it so that his younger brother Nguyen Huu Thanh could stand in his name and receive compensation, causing a loss to the State of nearly 79 billion VND.
At the first instance trial on June 21, defendant Le Viet Hung affirmed that, according to the provisions of the Land Law, the recognition of land use rights for individual households under the district-level People's Committee, the Department of Natural Resources and Environment proposed that the Provincial People's Committee assign the case to the Bien Hoa City People's Committee for consideration is in accordance with the law. The panel of judges found that defendant Hung showed signs of violating regulations on land management, so they decided to return the case file for further investigation into the defendant's behavior.
