On the morning of August 24, the Khanh Hoa Department of Culture, Sports and Tourism announced that it had concluded an inspection on the implementation of legal regulations in the selection, management and use of athletes for the U15, U17, U19 and U21 football teams at the provincial Sports Technical Training Center.
Many mistakes of youth team coach
According to the conclusion of the Inspector of the Khanh Hoa Department of Culture and Sports, at the Khanh Hoa U21 team, head coach Huynh Huu Duc kept the ATM cards and card passwords of the players. This coach directly withdrew money, paid for meals, and paid wages directly to the athletes. The difference was put into the team fund to pay for personal items, for the athletes to return home, and to help with injury treatment.
The Department Inspectorate determined that the coach's keeping of the athlete's ATM card and ATM card password was against regulations. At the same time, the team's fund receipts and disbursements were not made public among the team members.
For the U15 team, with Mr. Le Van Tu as head coach, the team held a meeting and agreed to let Mr. Tu receive money on behalf of the athletes and put the difference between wages and food money into the team's fund to pay for activities, with the signatures of 2 representatives of parents and athletes.
However, according to the Inspector of the Department of Culture and Sports, the athletes are underage, in the team meeting minutes, only 2 parents signed to agree for Mr. Tu to sign on behalf of the players to receive money, without the authorization of all parents, which is not in accordance with the provisions of the Labor Law.
At the U15 Khanh Hoa team, Mr. Tu himself set the criteria for ranking A, B, C, D when paying back wages to athletes, without any specific regulations or rules, but only based on the personal will of the head coach to pay wages, although the center paid the athletes the same wages. The difference in money put into the spending fund was also not made public within the team.
There are signs of criminality.
Coach Dang Dao of the U19 team and Coach Nguyen Ty of the U17 team directly checked the attendance of the athletes. Meals and wages were paid to the athletes through bank accounts and in cash (for athletes who had not opened a bank account). Here, Mr. Dao and Mr. Ty also kept the players' cards and passwords, then withdrew money, paid for meals, wages and spent on team activities.
However, at the U19 Khanh Hoa team, there were 2 players who actually stopped practicing, but Coach Dang Dao still left the list of players practicing to receive wages and food allowances without proposing to the Center Director to terminate the labor contract and stop practicing. This action caused a loss of more than 315 million VND to the state budget.
During the inspection, the inspection team discovered that coach Dang Dao continued to require athletes not to eat or stay at the center and to transfer food money to the coach. Therefore, the center director requested that Mr. Dao be temporarily suspended from work.
Similarly, Coach Nguyen Ty let two players Le Quoc Khanh and Nguyen Nguyen take a break from practice but did not propose to the center director to terminate their labor contracts, stop practice, and still leave the practice list to receive wages and food allowances. Thus, by doing so, Coach Nguyen Ty caused a loss of nearly 123 million VND to the state budget.
The U17 team practices every day of the week, except Sunday. However, in 2021, 2022 and 2023, there are many months when the team only practices from Monday to Friday every week. On Saturday, athletes in the province are allowed to go home and do not practice, while athletes from other provinces stay at the center but do not practice in practice. Thus, Coach Nguyen Ty's Saturday attendance record has caused a loss of more than 61.7 million VND to the state budget.
In addition, these two coaches also kept the athletes' food and wages.
The Department Inspector also pointed out that the center's failure to allocate funds for care and treatment of player injuries was the motive for Mr. Dao and Mr. Ty to keep wages and pay benefits to players not according to the actual list.
The violations of Mr. Dang Dao and Nguyen Ty were intentionally abusing their positions and powers, causing losses to the state budget and appropriating part of the athletes' wages and food money as stated.
During the inspection, Mr. Dao and Mr. Ty remedied the consequences, paid part of the wages and food money back to the players based on the agreement between the two parties. Currently, the players confirmed that they had received the money and did not continue to complain, Mr. Ty himself received positive comments from the players.
However, for Mr. Dang Dao, the violations occurred over a long period of time. During the inspection, Mr. Dao did not clearly realize his actions and continued to commit violations.
Therefore, the Department Inspectorate recommended transferring the case file to the Investigation Police Agency for violations with signs of criminal offenses against the two coaches of U17 and U19 Khanh Hoa.
The Inspector of the Department of Culture and Sports emphasized that the responsibility for the above shortcomings lies with the Khanh Hoa Sports Technical Training Center and the individual Director of the Center from January 1, 2021 to April 30, 2022 and from May 1, 2022 to the time of inspection.
