Case of man sexually abusing many boys in Da Lat: Ministry of Health proposes inspection of all child care facilities

According to the Ministry of Health, in recent days, the press has reported on the case of N.D.V (38 years old, residing in Da Lat City, Lam Dong Province) who repeatedly sexually abused 7 children at a detention facility, causing public outrage.

In order to ensure children's rights, strengthen the prevention of child abuse, and minimize harm to children, the Ministry of Health recommends that provinces and cities synchronously, resolutely, and effectively implement tasks and solutions on child protection and prevention of child abuse.

In particular, the Ministry of Health requested units to strengthen the work of caring for, educating and protecting children; effectively implement policies and laws on preventing child abuse.

Strengthen communication work, raise awareness and responsibility of people, all levels and sectors in detecting, reporting and handling cases of violations of children's rights.

In particular, instructing parents and direct caregivers of children on knowledge and skills to protect children and prevent child abuse; educating children on knowledge and skills to self-protect and prevent child abuse.

Continue to promote the National Child Protection Hotline (number 111), encourage early detection, speaking up, reporting and denouncing acts of child abuse.

Units must promptly and effectively receive and process information, notify and denounce risks; resolve and strictly handle cases of child abuse in the locality, especially acts of concealment, failure to notify or denounce acts of violence and child abuse, or lack of responsibility in handling cases of violence and child abuse.

The Ministry also requested provinces and cities to organize inspections and examinations of all facilities that carry out child care and nurturing activities in the area (especially religious facilities) to ensure compliance with the provisions of the Law on Children and relevant legal provisions.

At the same time, promptly handle facilities that operate unregistered, spontaneously, without a license or do not ensure conditions for child care and nurturing according to the provisions of law.

As Lam Dong Online Newspaper reported, on March 25, the police received a report of a crime related to sexual assault occurring at the TT facility (Ward 6, Da Lat City).

The accused is Mr. N.D.V (38 years old, residing in Ward 8, Da Lat City), who is living and in charge of the study of a group of young monks at this facility.

According to the initial investigation results, from 2023 to March 2025, Mr. V. was accused of repeatedly sexually abusing many children aged 9 to 16 who were sent to the facility to live and study. Some children reported that Mr. V. abused them for a long time, threatened them, and forbade them from revealing their abuse to anyone.

The incident was only discovered when a young monk reported it to his family on March 25. On March 26 and 27, some victims and their guardians went to the local police to report the incident. Mr. N.D.V. was immediately detained for investigation. To date, Lam Dong Provincial Police have prosecuted Mr. V. and are continuing to investigate and clarify the matter.

The Executive Committee of the Vietnam Buddhist Sangha in Lam Dong province said that the TT facility is not a legal temple managed by the Sangha. Previously, in November 2024, he was disciplined, expelled, and stripped of his monk status.
