The candidate leaked the Literature exam paper after 15 minutes via messenger to ask a university student to do it for him. He was sent the answers to three questions but did not dare to look at them.
According to information from Cao Bang Provincial Police on July 1, the candidate who leaked the Literature exam resides in Hop Giang Ward, Cao Bang City. This candidate knows a female university student, born in 2003, residing in the same ward, studying in Hanoi. On the evening of June 27, the two agreed that the female student would assist her in taking the Literature exam.
On the morning of June 28, at 7:45 a.m., 15 minutes after the exam time, the candidate used an iPhone 11 to take a photo of the exam and send it to the female student via the messenger app. The student solved and sent back questions 1 and 4 of the Reading Comprehension section, question 1 of the Writing section, and then deleted the message. However, due to strict invigilators, the candidates in the exam room did not dare to use their phones to check the answers.
At the same time, the university student’s boyfriend, born in 2002 and from Phu Tho, accessed his girlfriend’s Facebook account and saw the conversation and a photo of the Literature exam. He posted the photo of the exam on Facebook and deleted it a few minutes later, but it was still spread.
The police agency said that the Cao Bang candidate took and sent photos of the Literature exam to the female university student based on their acquaintanceship, without any agreement or remuneration. Before that, the two had also frequently contacted and discussed homework during the high school graduation exam preparation process.
"This illegal transfer of exam papers is determined to only involve the three people mentioned above," said Cao Bang Provincial Police. The case continues to be investigated.

Not only Literature, but also in the Math exam that took place in the afternoon of the same day, a candidate in Yen Bai also had a similar behavior: taking a photo of the exam and sending it out, asking an acquaintance for help. Leaking the Math and Literature exam papers is the biggest incident up to this point in this year's high school graduation exam.
At the press conference on the high school graduation exam on the evening of June 29, Major General Tran Dinh Chung, Deputy Director of the Department of Internal Political Security (A03), Ministry of Public Security, said that based on the verification results, the nature, level, consequences, and behavior will be assessed for handling.
"If the behavior is serious enough to require criminal prosecution, it will be handled according to the 2015 Penal Code. Otherwise, it will be handled according to the Government's decree, with administrative sanctions for security, order and social safety," said Mr. Chung, adding that the human factor will also be taken into account.
The 2023 high school graduation exam will take place on June 28-29 with more than one million candidates. Associate Professor Dr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, affirmed that the case of candidates leaking exam questions is an isolated case. The units have concluded that this is a violation of exam regulations and does not affect the overall results of the graduation exam. Therefore, the National Steering Committee did not cancel the exam.
