Case of fake certificates and practice licenses: Ho Chi Minh City Department of Health transfers the case to the police

On April 18, Associate Professor, Dr. Nguyen Anh Dung - Deputy Director of the Ho Chi Minh City Department of Health, said that based on the information published by Tuoi Tre Online newspaper through the article "Forged signature of Deputy Director of Ho Chi Minh City Department of Health to forge medical practice certificate", the Department of Health has directed a special task force to urgently review, verify and clarify the content of the reflection.

At the same time, the unit also promptly transferred all information to Ho Chi Minh City Police to coordinate investigation and handling according to legal regulations.

Through checking the management data of the issuance of practice certificates (CCHN) and practice licenses (GPHN), the Department of Health determined: practice certificate No. 000050/HCM-CCHN dated October 12, 2024 with the content of the professional degree: Bachelor of Medical Technology in Testing and the scope of professional activities: Laboratory Technician is completely inconsistent with the records stored at the Department of Health.

In fact, the practice certificate with the above number was issued on April 6, 2012 to another individual.

This is clear evidence of organized counterfeiting, taking advantage of the reputation of the management agency to defraud and profit.

The Department of Health promptly transferred all information to the Ho Chi Minh City Police to coordinate investigation and handling according to legal regulations.

The Department also warned that currently, on cyberspace, there are many websites and groups on social networks (Facebook, Zalo, TikTok...) openly advertising services for counterfeiting practice certificates or practice licenses (CCHN/GPHN).

These accounts often make attractive offers such as: just provide a CCCD photo and a 3x4 ID photo to receive a practice certificate within 1-3 days, at a cost of about 2.5 million VND, with a commitment to home delivery.

These activities are serious violations of the law, potentially directly affecting people's health if they allow unqualified people to practice medical examination and treatment.

The Ho Chi Minh City Department of Health warns people not to use fake CCHN/GPHN services advertised online or from unofficial sources. The use of fake documents may be subject to criminal prosecution according to the law.

Medical examination and treatment facilities need to proactively check and verify the legality of the CCHN/GPHN of personnel before accepting them to practice.

It is necessary to look up information at the Ho Chi Minh City Medical Practice Lookup Portal to avoid recruiting unqualified people.

In case of detecting organizations or individuals making or using fake documents, please immediately notify the authorities for timely handling.
