Speaking with VietNamNet this afternoon (January 21), a leader of Hue College of Transport said that the unit had just sent a document to the Department of Transport of Thua Thien Hue province regarding the case of a student suspected of being illiterate but still being granted a B2 certificate.

Specifically, in a document sent to the Department of Transport of Thua Thien Hue province, Hue College of Transport confirmed that the B2 driver training file of Mr. Tran Van N. (born in 1973, residing in Quyet Thang ward, Kon Tum city, Kon Tum province) is no longer kept at the school.

In addition, because Mr. Tran Van N. finished the course in 2017, the school no longer has a plan for the teacher's practical teaching for student Tran Van N..

Explaining this, the leader of Hue College of Transport said that the school no longer kept the B2 driver training records and the teacher practice teaching plan for Mr. N. because the records had been destroyed by the school. The destruction was in accordance with the regulations on storage time.

Specifically, the leaders of Hue College of Transport said that, based on Clause 5, Article 28 of Circular No. 38/2019/TT-BGTVT dated October 8, 2019 of the Ministry of Transport regulating the time of storing records; based on Decision No. 2448/QD-SGTVT dated December 3, 2019 of the Department of Transport of Thua Thien Hue province, the school has destroyed the records of driving learners for records that have been stored for 5 years.

As VietNamNet reported, on the afternoon of January 9, the leader of Hue College of Transport confirmed that this unit received a document from the People's Court of Kon Tum City (Kon Tum Province) regarding coordination in working related to the suspicion that an illiterate person was granted a B2 class car driving license by Hue College of Transport.

According to court documents, Mr. Tran Van N. (born in 1973, residing in Kon Tum City) is the plaintiff in a civil case accepted by the Kon Tum City People's Court. During the process of resolving the case, Mr. Tran Van N. stated that he was illiterate.

However, documents and evidence of Kon Tum City People's Court show that Mr. N. was granted a primary certificate by Hue College of Transport, completing the B2 car driving training program from November 19, 2016 to February 24, 2017, registration number 31399, certificate book number 463/17.

Kon Tum City People's Court requested the Department of Transport of Thua Thien Hue province and Hue College of Transport to coordinate and arrange a working session on January 25 and 26, 2024.

The purpose of the meeting was to verify the training process for the B2 car driving license and whether Mr. Tran Van N.'s exam was supported by relatives or the school or not.

The information that Mr. Tran Van N. stated that he was illiterate but was granted a B2 car driving certificate raises many questions about the car driving training at Hue College of Transport, because according to regulations, people learning to drive a B2 car must be able to read and write Vietnamese.
