On the morning of March 27, the Social Insurance of Nam Dan district (Nghe An) said that the unit has just sent a document to educational institutions in the area regarding the adjustment of salary levels as the basis for paying social insurance, health insurance, unemployment insurance and occupational accident and disease insurance in accordance with the salary regime.
Accordingly, on July 23, 2024, Nam Dan District Social Insurance issued Official Dispatch No. 334/BHXH-TST on adjusting salaries as the basis for paying social insurance, health insurance, unemployment insurance, occupational accident and disease insurance for employees currently working in educational institutions in the district. However, up to now, educational institutions have not yet prepared records to adjust salary levels as the basis for paying insurance in accordance with the prescribed salary regime.
The Nam Dan District Social Insurance Department continued to review and discovered 141 more teachers and school staff who are in arrears with insurance payments, but the specific amount of debt has not been determined. These are workers who signed contracts with the Nam Dan District People's Committee to receive a salary from 2007 to 2013.
Thus, up to now, a total of 452 teachers and school staff in Nam Dan district have been identified as having insurance debt.

Regarding the incident, Mr. Vuong Hong Thai, Vice Chairman of Nam Dan District People's Committee, said that the district is requesting the district Social Insurance to carefully review the number and amount of money teachers and staff in educational institutions in the area have been charged for social insurance, health insurance, and unemployment insurance to submit to Nghe An Provincial People's Committee for a handling plan.
As reported, in the process of processing retirement records for 3 school administrators, teachers and staff in the area, Nam Dan District Social Insurance discovered that 311 teachers and staff at the schools were in debt of nearly 4.6 billion VND. Of which, the principal amount was nearly 2 billion VND, the rest was interest.
More than 20 years ago, due to a shortage of teachers, the People's Committees of districts in Nghe An had to recruit teachers and school staff on contract to meet teaching needs. These teachers were not given salary increases according to regulations. In 2006, the People's Committee of Nghe An province issued Decision 3434-UBND/VX to increase the salary of these teachers. However, due to a shortage of teachers compared to the staffing level, after Decision 3434 was issued, the People's Committee of Nam Dan district continued to sign labor contracts with other teachers.
The collection of salary grades without collecting salary and not informing about the insurance premiums payable for the salary difference has caused teachers and school staff in Nam Dan to fall into insurance debt.
The Department of Education and Training of Nam Dan District said that the Social Insurance did not notify teachers and employees when they would receive their salary back so that they could proactively pay insurance premiums. However, the Social Insurance of Nam Dan District affirmed that this was not their responsibility.
