On March 27, 2025, at the headquarters of the Ministry of Industry and Trade, the Party Cell of the Oil, Gas and Coal Department held the Party Cell Congress for the 2025 - 2027 term. Successfully complete the tasks of the Resolution

Evaluating the results of Party building work in the 2022 - 2025 term, the Party Cell of the Oil, Gas and Coal Department has strictly implemented the principles of Party organization and activities in terms of politics, ideology and ethics. Promoting the pioneering and exemplary role of cadres and Party members, especially leaders; associated with strengthening democracy, discipline, order, and maintaining solidarity within the Party.

Regarding ideology, implementing the leadership and direction documents of the Party Committees at all levels, the Party Cell of the Oil, Gas and Coal Department has seriously deployed the plan to implement Conclusion No. 01-KL/TW dated May 18, 2021 of the 13th Politburo on continuing to implement Directive No. 05-CT/TW dated May 15, 2016 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle and the annual review, assessment and classification of party member quality.

The Party Cell of the Oil, Gas and Coal Department has strictly implemented the principles of Party organization and activities in terms of politics, ideology and ethics during the 2022 - 2025 term.

The Party Committee has directed and thoroughly grasped the Party members of the entire Party cell to carry out research, study and thematic activities at the Party cell according to the regulations: (1) Thematic topic for the entire term of the 13th Party Congress: Studying and following Ho Chi Minh's ideology, morality and style on the will to be self-reliant, self-reliant and the aspiration to develop a prosperous and happy country; (2) Thematic topics in 2022, 2023, 2024 of the Party Committee of the Central Agencies: Studying and following Ho Chi Minh's ideology, morality and style on enhancing the pioneering and exemplary role of cadres and Party members, excellently completing the tasks of Central agencies; (3) Regulation No. 144-QD/TW dated May 9, 2024 of the Politburo on revolutionary ethical standards of cadres and Party members in the new period in accordance with the functions, tasks and situation of organizations, agencies and units; Cadres and party members uphold the spirit of exemplary conduct and strictly follow regulations.

The work of organizing and building the Party; inspecting, supervising, and enforcing Party discipline; mobilizing people and leading mass organizations; and innovating the leadership methods of Party committees in the new situation have all been carried out by the Party Cell of the Oil, Gas, and Coal Department in accordance with regulations, guidelines, policies, and resolutions of the Party and the superior Party Committee.

Aiming to successfully implement the Resolution of the Party Congress for the 2025-2027 term and build a clean and strong Oil, Gas and Coal Department Party Cell, as well as improve qualifications and capacity to meet development requirements in the new period, the Party Cell has set out directions, goals and solutions.

Accordingly, complete the review and amendment of the Law on Petroleum and related legal documents; strengthen the direction, inspection and supervision of domestic petroleum and coal activities according to the plan set by the Ministry's leaders; proactively and actively coordinate closely with relevant agencies, ministries/sectors in implementing production, business and investment activities of the Vietnam Oil and Gas Group (PVN), contributing to strengthening the presence and affirming Vietnam's sovereignty in reality; continue to monitor the situation of balancing coal resources for power generation...

Focus on building the Party Inspection, Supervision and Discipline Program according to the Program of the Ministry's Party Committee. Carry out inspection and supervision work according to the regulations and instructions of the superior Party Committee; promote the effectiveness and efficiency of the Department's management to review and resolve issues arising at the grassroots level, strengthen internal solidarity; coordinate with the Department's leaders and the Trade Union to build a strong political system to best perform assigned political tasks.

Speaking at the Party Cell Congress, Deputy Minister Nguyen Hoang Long praised the spirit of solidarity, promoting and maintaining the principles of centralization and democracy; overcoming all difficulties, maintaining stability and development; being assessed by the Party Committee of the Ministry of Industry and Trade as having completed the tasks well and excellently; focusing on successfully implementing the tasks set out by the Resolution of the Party Cell Congress of the Oil, Gas and Coal Department for the 2022-2025 term, with outstanding achievements and results in political work.

Deputy Minister Nguyen Hoang Long said that, entering the 2025-2027 term, in the context of the country entering a new development stage, an era of national growth with the target of GDP growth in 2025 reaching at least 8% and double-digit growth in the following years, the tasks of the Ministry of Industry and Trade and its units, including the Department of Oil, Gas and Coal, are extremely heavy, requiring the Party Committee, the collective leadership, Party members and civil servants of the Department of Oil, Gas and Coal to strive and make more efforts to complete the political tasks assigned by the Ministry's leaders.

In that context, Deputy Minister Nguyen Hoang Long requested the Executive Committee of the Oil, Gas and Coal Department to continue to promote the spirit of solidarity, positivity, proactiveness, and creativity, focusing on improving the political capacity of cadres and party members, and the role of the political nucleus in implementing key Party building tasks:

Firstly, it is necessary to closely follow the leadership and direction of the Party Committee at higher levels, focus on doing well the political and ideological work among cadres and Party members, and maintain internal solidarity.

“Through solidarity among Party members in the Party cell, collective strength will be enhanced and thanks to that, the unit will certainly achieve more success, well perform the tasks assigned by the Party and the State, contributing to the overall development of the country. This is something that the Party cell needs to pay special attention to and closely monitor,” the Deputy Minister emphasized.

Second, lead, direct, manage and consolidate the team of cadres and party members to promote their exemplary role, especially the leaders; focus on assigning tasks to the Party Committee immediately after this congress, assigning tasks to party members in the direction of clearly defining people, tasks, responsibilities, progress and results to achieve all specific targets on the political tasks set by the Department of Oil, Gas and Coal in the period of 2025-2027 and the following years.

There needs to be a roadmap to supplement and enhance the quality of human resources, focusing on training and fostering human resources in accordance with job requirements; paying attention to training a team of cadres, party members, and civil servants with specialized expertise suitable and meeting new requirements.

Third, promptly develop and perfect working regulations to ensure good implementation of the principle of democratic centralism, clear assignment of responsibilities; transparency and publicity in management activities and work settlement; at the same time, promote the role of Party committees in inspecting the implementation and compliance with Party resolutions.

Fourth, continue to improve the quality of Party organization, regularly innovate the content and form of Party activities; improve the forecasting capacity and vision of comrades in the Party Committee and the collective leadership of the Department.

Fifth, continue to thoroughly grasp and strictly implement regulations and procedures on inspection, supervision and discipline work of the Party; coordinate in implementing the work of supervision and control of power to prevent and combat corruption, and build clean and strong Party cells.
