On November 30, Lam Dong Provincial People's Committee sent a document to Da Lat City People's Committee, agreeing with the Department of Finance's opinion that it is not possible to cancel the auction results for leasing houses with 10-year land use rights for Thuy Ta restaurant (Ward 1, Da Lat City).
According to the Lam Dong Department of Finance, Mr. Doan Hai Ha (living in Hanoi, the auction winner) had previously sent a document announcing that he would not invest in Thuy Ta restaurant. Since then, the People's Committee of Da Lat City has proposed that the People's Committee of Lam Dong Province cancel the auction results.

However, after studying and comparing regulations, the Department of Finance believes that the decision to cancel the auction result can only be issued in case of agreement between the auction winner, the property auction organization and the person with the auctioned property.
In the second case, Lam Dong Provincial People's Committee has the right to cancel the auction result after 90 days from the date the Provincial People's Committee approved the result, if the auction winner does not pay or does not pay the full auction winning amount.
Previously, Dan Tri newspaper reported that on October 30, the People's Committee of Da Lat City auctioned the Thuy Ta restaurant land with a starting price of more than 3 billion VND/year. After 63 bidding steps, Mr. Doan Hai Ha won the auction for the Thuy Ta restaurant area with a price of 15 billion VND/year, equivalent to more than 151 billion VND in 10 years.
Mr. Ha was required to pay all the land rent and property on the land at once. He also deposited more than 600 million VND to participate in the auction on October 30. However, on November 21, Mr. Doan Hai Ha sent a notice not to invest because he was not allowed to change the restaurant name.
The auction winner's announcement stated: "To ensure the investment, on November 3, I sent a request to the Da Lat City People's Committee and the Auction Service Center to ask for opinions on the preliminary business plan and confirm the change of the name of Thuy Ta restaurant to HV restaurant in the business plan, but up to now I have not received a response. Due to this inadequacy, I would like to inform you that I will no longer invest in Thuy Ta restaurant."
