The case of "fake scholars, real degrees" caused a stir in public opinion

In the review report, emphasizing the issues that the Government needs to pay attention to in this field, Chairman of the Economic Committee Vu Hong Thanh noted that the labor market still has potential risks; the proportion of workers with informal jobs is still large. Notably, Mr. Thanh said that in 2024, public opinion was stirred up by the case of "fake students, real degrees" at the highest level of training. However, the state management agency of education has not yet had a satisfactory solution, and has not been open and transparent to the public.

Specifically, the Economic Committee's report said that the case of "scholar, real degree" at the highest level of training mentioned above was Mr. Vuong Tan Viet (also known as Thich Chan Quang) who defended his thesis and was awarded a doctorate degree at Hanoi Law University after about 2 years since graduating with a bachelor's degree in law from the part-time program.
After that, the Department of Education and Training of Ho Chi Minh City issued a document confirming: "Mr. Vuong Tan Viet's name was not on the list of candidates and the list of names and scores in the 1989 high school supplementary graduation exam of the Department of Education and Training of Ho Chi Minh City and was not on the list of people awarded high school supplementary graduation certificates on June 6, 1989 of the Department of Education and Training of Ho Chi Minh City".

Education quality needs continued attention
Regarding the field of culture and education, Chairman of the Committee for Culture and Education Nguyen Dac Vinh assessed that the general situation of education is good, but education quality management needs to continue to pay attention when there are specific incidents and cases.
"We see that when an incident occurs, we pay more attention to analyzing and evaluating whether the management is following the correct procedures. But when the quality is not guaranteed, why don't we go straight to the issue of the quality of the thesis, whether the work is really good or not. If we just focus on the procedures and then amend some regulations, we will not solve the problem," Mr. Vinh expressed his opinion and said that this committee has conducted discussions and discussions with the education sector and thinks that the sector will soon rectify this issue.
Also related to education, Head of the Delegation Affairs Committee Nguyen Thanh Hai said that the issue that people are very concerned about and that affects many households today is overcharging at the beginning of the school year.
According to Ms. Hai, this is not a new phenomenon. The Government, the National Assembly, and localities have been very active in monitoring, but in reality, there is still a need for measures to deal with it. "The disease is old but needs new treatment methods," Ms. Hai said, and suggested that the Government should clarify what has been done and what has not been done, so that the National Assembly can discuss and find new measures to address this situation.
Regarding textbooks, Ms. Hai said that after the reform of the curriculum and textbooks, there are many sets of books, and each school uses a different set of textbooks.
"This is a good thing and is being supported, but when students transfer schools, they have to buy new ones at a cost of about 300,000 VND per set. This is a large amount of money compared to households in remote areas," Ms. Hai noted and suggested that there should be a library bookcase so that children who transfer schools can borrow books from the library or in flood situations like the recent one, children in lowland areas can use the library to donate books to children in flooded areas.
