According to the school leaders, the collection of class funds is carried out by the parents' representative committee of class 2/2, and the school does not implement it. If there is collection, it is on a voluntary basis, without requiring a specific amount of money.
Linking principal's responsibilities with parent-teacher association activities
Some readers said their children were also subject to class fund collection regulations at school.

Speaking with Tuoi Tre Online , a leader of the Department of Education and Training of Khanh Hoa province said that the announcement by the parents' representative committee to collect a specific amount of money from the class fund was wrong and not in accordance with the issued regulations.
According to this person, if the parents' representative board wants to collect fees, they must meet to reach an agreement with the relevant parties.
Before implementing the collection, it is necessary to discuss with the school leaders. When the parents' representative board wants to collect any fees, the principal and school leaders must promptly notify.
“From the perspective of the provincial Department of Education and Training, every year the Planning and Finance Department advises the department to remind schools to collect fees in accordance with regulations, while the district People's Committee and the Department of Education and Training must direct their affiliated facilities,” said the leader of the Khanh Hoa Department of Education and Training.
Meanwhile, the principal of an elementary school in Nha Trang City said that in meetings, he always disseminates and even instructs the parents' representative board very carefully about collecting funds in accordance with the spirit of Circular 55 of the Ministry of Education and Training.
According to this principal, the collection must be voluntary, any parent who agrees can contribute, all revenue and expenditure must comply with regulations and have full documentation.
"Sometimes in some classes, parents consult with each other and do things, but school leaders still have to manage and remind them, absolutely not breaking the rules" - the principal said.
