Dienbien.gov.vn – On the afternoon of April 4, the People's Committee of Dien Bien province held a conference to review the work of land allocation, forest allocation, and issuance of Forestry Land Use Right Certificates for the period 2019-2023. The conference was held to comprehensively assess the results of the implementation of the Plan for land allocation, forest allocation, and issuance of Forestry Land Use Right Certificates, and at the same time orient the implementation work in the next period. Attending and chairing the conference was comrade Lo Van Cuong, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee.

According to the report at the conference, the total land area deployed in the 2019-2023 period is 252,728 hectares, including 96,734.6 hectares of forested forestry land and 155,993.4 hectares of non-forested forestry land. The work of reviewing, measuring, and establishing cadastral records has achieved remarkable results: For forested forestry land, 85,260 hectares have been measured and cadastral records have been established, reaching 88% of the plan; for non-forested forestry land, 187,415 hectares have been measured and cadastral records have been established, exceeding the adjusted plan by 20%.

Regarding the work of land allocation, forest allocation and issuance of Forestry Land Use Right Certificates, localities in the province have closely coordinated and implemented drastically, achieving remarkable results. Specifically, for forested forestry land, 100% of districts, towns and cities have completed the issuance of Land Use Right Certificates with a total area of ​​74,998 hectares, reaching 78% of the plan. For non-forested forestry land, 100% of districts, towns and cities have issued Forestry Land Use Right Certificates with an area of ​​128,192 hectares, reaching 82% of the plan. Localities have made efforts to issue Land Use Right Certificates, with the issuance rate reaching 75% for forested land and 78% for non-forested land. However, there are still some localities with low completion rates, such as the city. Dien Bien Phu, Dien Bien district and Tua Chua district, only achieved less than 60% for forested land and less than 40% for non-forested land.

Conference to review land and forest allocation and issuance of forestry land use right certificates for the period 2019-2023

Up to now, the total budget allocated from the provincial budget for the period 2019-2025 is 72,154.45 million VND. Of which, the total budget settled is 56,042.76 million VND, achieving good progress compared to the plan. However, some undisbursed funds have been returned to the provincial budget in accordance with the provisions of the State Budget Law.

To achieve the above results, the Working Group of the Steering Committee for Land and Forest Allocation and the Issuance of Forestry Land Use Right Certificates has performed well its role of advising and supporting localities throughout the implementation of this work. Organizing training courses, improving the capacity of grassroots cadres, and coordinating to resolve difficulties and obstacles, helping to speed up the implementation progress. The work of reviewing and adjusting plans according to the direction of the Central Government and the actual situation in the locality has been carried out methodically and effectively, helping the work of land and forest allocation become more favorable.

Representatives of Dien Bien district leaders discussed some solutions at the conference.

At the conference, delegates made many important contributions, notably continuing to improve land records, strengthening propaganda on land and forest allocation policies, and linking them with sustainable forest economic development. Along with that, opinions unanimously agreed on the need to enhance the responsibility of local authorities in protecting the legitimate rights of people when receiving land and forests, contributing to ensuring that land and forest allocation is implemented effectively and sustainably.

Concluding the conference, Comrade Lo Van Cuong emphasized: Land and forest allocation and issuance of Forestry Land Use Right Certificates for the 2019-2023 period have achieved positive results, however, there are still some limitations that need to be overcome. He requested that localities continue to promote the dissemination of the Land Law and Forestry Law to villages and hamlets, in order to raise people's awareness of their rights and obligations when participating in land and forest allocation; localities urgently complete the work of measuring, making cadastral maps and issuing Land Use Right Certificates for the implemented areas, and at the same time balance and arrange funds to complete this work according to plan. For the Department of Agriculture and Environment, it is necessary to promptly complete the project of reviewing and classifying forests and forestry land by 2030 to ensure consistency in forest management and protection./.
