Dienbien.gov.vn - On the afternoon of April 2, Comrade Pham Duc Toan, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and Comrade Lo Van Cuong, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, had a working session with the Department of Agriculture and Environment of Dien Bien province. At the meeting, the leaders inspected the progress of implementing key tasks in the first quarter of 2025, and listened to a report on the work of reorganizing the apparatus after the merger and solutions for industry development in 2025.

In the first quarter of 2025, the collective leadership of the Department of Agriculture and Environment demonstrated solidarity, initiative, urgency and flexibility in direction and operation. The Department effectively reorganized the apparatus, without interrupting professional work. Specifically, the organizational structure of the Department was reduced from 31 to 19 focal points, equivalent to a reduction of 38.7%. Departments and units in the Department have been assigned to work reasonably, the work of appointing leaders and managers and resolving regimes for civil servants has been fully implemented in accordance with regulations.

The Department has closely directed the development of agricultural production and environmental protection. Crops and livestock in the province continue to grow stably, without any incidents of food hygiene and safety and environmental pollution. In particular, in the field of cultivation, the Department has issued 06 growing area codes for crops such as rice, jackfruit, grapefruit, and coffee with a total area of ​​18.2 hectares. At the same time, the Department has recognized 01 seedling garden for custard apple trees with an area of ​​10,000 m². The smart rice cultivation model to reduce greenhouse gas emissions, implemented in Dien Bien, Muong Ang and Tuan Giao districts, has attracted the active participation of people with a total area of ​​up to 85.86 hectares. In the field of animal husbandry, veterinary and aquaculture, the Department has quarantined more than 1,600 cattle exported from other provinces, quarantined more than 258,000 American catfish and nearly 7,000 kg of dried buffalo meat transported to Hanoi. The Department has also supervised more than 445,000 kg of frozen animal products exported through Tay Trang border gate.

Forest protection work has achieved many positive results. The Department has completed the forest regeneration and protection of 2,641 hectares and taken care of 843 hectares of forest, reaching 100% of the plan. Managing and protecting 426,378.55 hectares of forest, the Department has detected 204 violations of the Forestry Law and handled 138 cases, including 135 administrative violations and 3 criminal cases. The total amount of money paid to the state budget from the violations is 623,524 million VND.

In the field of natural resources and environment, the Department has promptly resolved difficulties and obstacles in site clearance, accelerated the progress of investment projects in the province; actively implemented measures to manage water resources, protect the environment and grant licenses for mineral exploitation activities. The Department has advised the Provincial People's Committee to grant 01 license for slate exploration and 01 license for soil mineral exploration as raw materials for brick production. At the same time, the Department has auctioned the right to exploit minerals for common construction materials in the province. At the same time, the Department has submitted to the Provincial People's Committee for approval of the EIA report (Environmental Impact Assessment) for 01 project and granted environmental licenses for 02 projects in the first quarter of 2025, ensuring compliance with legal regulations on environmental protection.

Representatives of the Department of Animal Husbandry, Veterinary and Fisheries gave their opinions at the meeting.

At the conference, representatives of management of specialized fields proposed a number of contents on: funding to carry out specific land auctions to calculate land use fees and land rents according to regulations; difficulties in developing sustainable agriculture managed by the district after a period of time; arranging public investment capital in 2025 to implement the project of investing in infrastructure construction to auction land use rights in Him Lam ward; adjusting wholesale clean water prices; implementing the task of planting scattered trees under the project of Forest Protection and Development of Dien Bien province in the period of 2021 - 2025...

Concluding the working session, the leaders of the Provincial People's Committee requested the Department of Agriculture and Environment to carry out a number of important contents: develop and review the plan to implement the Department's key tasks in 2025 after the merger, ensuring timely deployment and implementation; focus on advising on policy mechanisms for areas under the management sector, especially the policy on developing organic rice production and expanding the area of ​​tea trees growing in the direction of high technology; receive, manage and operate water works that are public assets; pay attention to planting scattered trees in the communes outside and on the border of Dien Bien district and urge the implementation of the project to protect and promote Muong Thanh fields; strive to complete the classification of 3 types of forests by November 20 and complete the task of building new rural areas in Dien Bien Phu City and Muong Lay Town; urgently allocate capital to implement forest planting projects and implement macadamia planting projects in the northern provinces of Laos; Review real estate and public assets to avoid waste; continue to monitor and report weather and climate developments to advise the Provincial People's Committee on timely response plans to natural disasters; promptly complete documents and procedures to start construction of the coffee processing factory in Tuan Giao district./.
