Implementing Decision No. 22 of the Prime Minister on policy credit for people who have completed their prison sentences, recently, the Transaction Office of the Bank for Social Policies (CSXH) in Duy Xuyen district has actively coordinated with a number of related sectors to focus on reviewing subjects in need, evaluating loans, and completing documents for timely disbursement.

The family of Ms. Nguyen Thi P. (Duy Son commune) is one of the first households to receive policy loans from the Duy Xuyen District Social Policy Bank Transaction Office according to Decision No. 22 of the Prime Minister.

Ms. P. said: “My family is very happy that after completing her prison sentence, her relative has been given the opportunity to start a new life. Through the Commune Women's Union, the family was supported by the District Social Policy Bank Transaction Office to borrow up to 100 million VND, with a long loan term and very low interest rates, so we have the opportunity to open a convenient raincoat production facility and improve our lives.”

Or like the family of Mrs. Phan Thi D. (Duy Phuoc commune) is also eligible for a loan under Decision No. 22 and was approved to borrow 100 million VND to invest in opening a bread stall and developing a cow breeding model. Thanks to hard work, on average, after deducting expenses, Mrs. D.'s family now has an income of about 10 million VND per month.

Mr. Nguyen Ba Tung - Deputy Director of the Transaction Office of the Social Policy Bank of Duy Xuyen District said that, implementing Decision No. 22 of the Prime Minister, the loan limit for vocational training is 4 million VND/month/person; for production - business loans, job creation, the maximum loan limit is 100 million VND/person; for production - business projects, the maximum is 2 billion VND and not more than 100 million VND/worker at the facility. Particularly for Duy Xuyen District, up to now, there have been 18 cases of people who have completed their prison sentences and have been granted loans with an amount of more than 1.1 billion VND.

According to Mr. Tung, in order for the policy credit program to come into life and be effective, the unit focuses on coordinating well with relevant agencies to review the subjects and loan needs, proactively advise on capital allocation to ensure timely loan needs.

Implement strict lending procedures and processes, creating the most favorable conditions for people who have completed their prison sentences and production and business establishments to access preferential capital sources. Regularly inspect, monitor, and guide borrowers to use capital effectively...

“The above credit program creates favorable conditions for people who have completed their prison sentences to access preferential capital from the Bank for Social Policies to learn a trade, invest in production and business, and develop household economic models. At the same time, it spreads a positive message, eliminates stigma so that society can welcome and support people with a wrongful past to reintegrate into the community…” - Mr. Nguyen Ba Tung said.
