Van Quan is one of the poor districts of Lang Son province. In recent years, all levels and sectors have implemented many solutions to support people in general, including poor and near-poor households, to build appropriate and effective production development models, thereby helping ethnic minorities gradually develop their economy. Notably, the production support content of Sub-project 2 - Project 3 under the National Target Program 1719 has initially brought practical results to the people.
Mr. Nong Van Tung, Head of the Department of Agriculture and Rural Development of Van Quan district, said: Based on documents from higher levels on the implementation of national target programs for the period 2021-2025, specialized departments and offices have coordinated with relevant units to advise the District People's Committee to issue directives and instructions to organize the implementation of programs and projects in accordance with regulations, effectively, and in line with the district's agricultural development orientation.
Along with that, the Department of Agriculture and Rural Development has advised on decisions to approve projects to support production development under the 3 national target programs; issued documents to guide, direct and urge the People's Committees of communes and towns to organize and implement according to regulations.
Along with the initiative from the district's professional department, the People's Committees of communes and towns also quickly started implementing steps to implement projects to support production development. Ms. Hoang Thi Hieu, Chairman of the People's Committee of Diem He commune, said: In 2023, the commune was allocated capital to implement Sub-project 2 - Project 3 under the National Target Program 1719.
To effectively utilize the capital, the Commune People's Committee has coordinated with relevant agencies to review, evaluate, and select suitable production models with potential for development and replication. Through the review, the Commune has selected the model of growing ring-shaped roses and quickly implemented the steps to implement the Project.
Accordingly, the project will be implemented in 2023, with a total investment of over 700 million VND, of which the State supports 430 million VND to buy seedlings, fertilizers, etc., the rest is from the people's counterpart capital. The project is implemented in 5 extremely difficult villages in the commune, including: Na Bung, Ban Lai, Thong Nhat, Na Sung, Khun Pau; the total area is 13.26 hectares with 26 participating households, including 1 poor household and 25 near-poor households. After 1 year of implementation, up to now, many rose apple areas have grown and developed well. This is an important premise for people to be able to harvest and increase their income in the following years.
Similarly, in Tri Le commune, in 2023, from the capital of Sub-project 2-Project 3, the commune supported people to implement a chicken farming project with an allocated budget of 500 million VND. The project involved 38 households, including 16 poor households and 22 near-poor households. Participating in the project, people were supported with funds to invest in a chicken farming model. After a period of implementation, the model has brought clear economic efficiency to the people.
Mr. Trieu Van Giao, Lung Phuc village, Tri Le commune (a household participating in the Project) said: My family is a near-poor household. When participating in the Project, my family and other households were supported with more than 100 chickens and animal feed each. After about 6 months, the flock of chickens had grown, each weighing nearly 2 kg, and were sold for 70,000 VND/kg. With additional income from the chickens, my family expanded production and purchased more amenities. The family strives to escape the near-poor household status and become a well-off household by the end of 2024.
Along with Diem He and Tri Le communes, from 2022 to present, from the capital source of Sub-project 2 - Project 3 of National Target Program 1719, Van Quan district has directed specialized agencies and People's Committees of communes to quickly implement projects to support production development to support people to develop the economy.
Specifically, in the 2022-2024 period, the total capital allocated to implement Sub-project 2 - Project 3 in Van Quan district is nearly 20 billion VND. Of which, in 2022, more than 3.5 billion VND was allocated to implement 15 projects; in 2023, nearly 10 billion VND was allocated to implement 25 projects; in 2024, nearly 6.5 billion VND was allocated to implement 13 projects. The projects were implemented to the right subjects with 1,692 participating households, including 615 poor households and 1,077 near-poor households.
The basic projects have been effective, creating more resources and livelihoods for households to develop the economy, increase income, improve their lives and gradually escape poverty. In the period of 2021-2023, the poverty rate in the district will decrease by an average of 5.77% per year and by the end of 2024, the district strives to reduce the poverty rate to 3.91%.
However, in addition to the achieved results, the implementation of Sub-project 2 - Project 3 in Van Quan district still has some problems. In particular, some projects are affected by natural disasters, epidemics, lack of implementation subjects... In the face of these difficulties, currently, Van Quan District People's Committee continues to direct specialized agencies, People's Committees of communes and towns to continue reviewing, focusing on overcoming difficulties, speeding up the progress of projects to support people quickly and effectively.
The implementation of Sub-project 2 - Project 3 is of great significance to people in extremely difficult areas. With the results achieved and the close attention and direction of relevant levels and sectors, it is believed that in the coming time, the implementation of production support under the above program will continue to achieve positive results.
Thereby, it contributes significantly to helping people in difficult areas increase their income, improve their lives, and directly contribute to completing the goals and tasks of the National Target Program 1719 that Van Quan district has set out in the period 2021-2025.
