Vinh Phuc faces difficulties in providing land for filling projects.

Land for landfill is scarce.

Land (a common construction material) used for site leveling in Vinh Phuc province is currently very scarce. This situation has persisted for many years, affecting the progress of numerous construction projects. Reports from relevant units also indicate that this is one of the reasons for project delays.

Through investigation, reporters from the Economic and Urban Newspaper learned that the reason for this situation is that most of the construction material mining sites in Vinh Phuc province have ceased operations, are not being granted new licenses, and have not had their mining permits renewed.

The price of earth for leveling the ground is approximately 160,000 VND/cubic meter, including transportation to the construction site. This is considered a very high price (an increase of 30,000 VND/cubic meter compared to the previous year). Due to the sharp price increase and the extremely scarce supply, many important projects have been stalled, and some projects have even been forced to temporarily suspend construction due to a lack of land.

To address this issue, the People's Committee of Vinh Phuc province has issued a document outlining key tasks and solutions for the remaining months of 2024 and 2025 to boost economic growth in Vinh Phuc province. Among these, resolving the shortage of construction materials is identified as a task that needs to be addressed promptly.

Specifically, in Document No. 06/CTr-UBND dated October 10th, the People's Committee of Vinh Phuc province instructed the Department of Natural Resources and Environment to urgently complete and submit to the Prime Minister for approval the task of delineating areas where sand and gravel mining in riverbeds is prohibited or temporarily prohibited within the province.

The Department of Natural Resources and Environment is responsible for submitting the following contents to the Provincial People's Committee for approval: firstly, a plan for piloting the auction of mineral exploitation rights according to regulations, to be implemented in 2024; secondly, delineating areas where the right to exploit fill soil will not be auctioned and areas where the right to exploit fill soil will be auctioned within the province, in order to organize the auction of mineral exploitation rights to resolve and overcome difficulties in the supply of fill soil for the construction of projects in the locality.

At the same time, proactively address, within their authority, or advise competent authorities to address, existing issues and violations at mining sites in accordance with regulations. Regularly urge, inspect, and closely monitor mining site owners to implement environmental remediation and restoration and mine closure in accordance with regulations.

Conduct an auction for the right to exploit mineral resources used as common building materials.

Previously, the Department of Natural Resources and Environment of Vinh Phuc province issued Document No. 2208/STNMT-KSTNN&KTTV dated August 12, 2024 and Document No. 2266/STNMT-KSTNN&KTTV dated August 16, 2024 requesting comments on the draft plan for auctioning the right to exploit mineral resources for common construction materials (fill soil) in the province in 2024-2025; and requesting confirmation of the suitability of the proposed locations for pilot auction of mineral exploitation rights with the provincial planning.

After conducting research, the Department of Construction of Vinh Phuc province believes that, in order to have sufficient grounds for the Provincial People's Committee to approve the project, it is requested that the Department of Natural Resources and Environment of Vinh Phuc province supplement information on the locations of the mining sites, ensuring they meet the following criteria: not overlapping with tourism development areas; not overlapping with national defense and security planning; not overlapping with prohibited mining areas and historical, religious, or belief-related sites; and not affecting the safety corridors of technical infrastructure (roads, power lines, reservoirs, dams, etc.) and social infrastructure (if any).

Minimizing impact on residential areas and preventing disruption to rural infrastructure; facilitating transportation and exploitation; and streamlining compensation and land clearance processes…

Commenting on the specific mining site locations in the draft plan, the Department of Construction of Vinh Phuc province stated that 7 locations in Song Lo district and 1 location in Lap Thach district are consistent with the list of locations approved by the Provincial People's Committee in Document No. 7664/UBND-CN3 dated September 22, 2023.

Regarding the four locations in Tam Dao district, the Department of Natural Resources and Environment of Vinh Phuc province is requested to review and supplement the location and area information to ensure consistency with the areas approved by the Provincial People's Committee in Document No. 7664/UBND-CN3 dated September 22, 2023.

Furthermore, according to the Vinh Phuc Provincial Planning for the period 2021-2030, with a vision to 2050 (approved by the Prime Minister in Decision No. 158/QD-TTg dated February 6, 2024); and the Binh Xuyen Urban Master Plan (approved by the Provincial People's Committee in Decision No. 2313/QD-UBND dated October 23, 2023), the Dong Giang hill area, Ba Go hamlet, Trung My commune (adjacent to Hanoi's Ring Road 5) is designated as tourism and service land. Therefore, it is proposed that it not be included in the pilot auction list and the auction plan for the 2024-2025 period.

 

The Department of Construction of Vinh Phuc province stated that the Provincial Planning was approved by the Prime Minister in Decision No. 158/QD-TTg dated February 6, 2024; however, the technical documents on the plan for protecting, exploring, exploiting, and utilizing mineral resources within the Provincial Planning have not yet been issued. Therefore, they requested the Department of Natural Resources and Environment to work with the Department of Planning and Investment to reach an agreement and report to the Provincial People's Committee.
