Scarcity of land for landfill
The price of land (common construction materials) used for leveling the ground in Vinh Phuc province is currently very scarce. This situation has been happening for many years, affecting the progress of many construction projects. Reports from relevant units also identified that this issue is one of the reasons for the slow progress of projects.
Through investigation, reporters of Kinh te va Do thi Newspaper learned that the reason for the above situation is that most of the construction material mineral mines in Vinh Phuc province have stopped operating, no new licenses have been issued, and exploitation licenses have not been extended.
The price of land for leveling the ground is about 160,000 VND/cubic meter transported to the foot of the construction site, which is considered a very high price (compared to last year, it has increased by 30,000 VND/cubic meter). Because of the sharp increase in price, the supply is still extremely scarce, causing many important projects to stagnate, and some projects are even forced to temporarily stop construction due to lack of land.
In order to solve the above problem, the People's Committee of Vinh Phuc province has just issued a document on implementing a number of key tasks and solutions in the last months of 2024 and 2025 to promote economic growth in Vinh Phuc province. In particular, identifying the problem of shortage of construction materials as a task that needs to be resolved soon.
Specifically, in Document No. 06/CTr-UBND dated October 10, the People's Committee of Vinh Phuc province assigned the Department of Natural Resources and Environment to urgently complete and submit to the Prime Minister for approval the task of demarcating prohibited areas or temporarily prohibiting sand and gravel mining activities on riverbeds in the province.
The Department of Natural Resources and Environment is responsible for submitting to the Provincial People's Committee for approval the following contents: first, the pilot auction plan for mineral exploitation rights according to regulations to organize the auction in 2024; second, delineate the areas where the rights to exploit minerals for leveling land are not auctioned and the areas where the rights to exploit minerals for leveling land are auctioned in the province to organize the auction of mineral exploitation rights to solve and remove difficulties in the supply of leveling land to serve the construction of works and projects in the locality.
At the same time, proactively remedy according to authority or advise competent authorities to remedy existing contents and violations of mine sites according to regulations. Regularly urge, inspect, and closely monitor mine site owners to renovate, restore the environment and close mines according to regulations.
Conduct auction of mineral exploitation rights for common construction materials
Previously, the Department of Natural Resources and Environment of Vinh Phuc province issued Document No. 2208/STNMT-KSTNN&KTTV dated August 12, 2024 and Document No. 2266/STNMT-KSTNN&KTTV dated August 16, 2024 requesting comments on the draft Plan for auctioning the right to exploit minerals for common construction materials (VLXD) (fill land) in the province in 2024-2025; requesting to confirm the suitability of the proposed locations for pilot auction of mineral exploitation rights with the provincial planning.
After research, the Department of Construction of Vinh Phuc province believes that, in order to have enough basis for the Provincial People's Committee to approve, it is recommended that the Department of Natural Resources and Environment of Vinh Phuc province supplement information on the locations of mines, ensuring the following criteria: no overlap with tourism development areas; no overlap with national defense and security planning; no overlap with prohibited mining areas and historical, religious, belief and religious relics; no impact on safety corridors of technical infrastructure works (roads, power lines, dams, ...), social infrastructure (if any).
Limiting impacts on residential areas and minimizing disruption to rural infrastructure; convenient transportation and exploitation; favorable compensation and site clearance work...
Commenting on specific mine locations in the Draft Plan, the Department of Construction of Vinh Phuc province said that there are 7 locations in Song Lo district and 1 location in Lap Thach district that are consistent with the list of locations approved by the Provincial People's Committee in Document No. 7664/UBND-CN3 dated September 22, 2023.
With 4 locations in Tam Dao district, it is requested that the Department of Natural Resources and Environment of Vinh Phuc province review and supplement information on location and area to ensure compliance with the areas approved by the Provincial People's Committee in Document No. 7664/UBND-CN3 dated September 22, 2023.
In addition, according to the 2021-2030 period planning of Vinh Phuc province, with a vision to 2050 (approved by the Prime Minister in Decision No. 158/QD-TTg dated February 6, 2024); and according to the Binh Xuyen urban master plan (approved by the Provincial People's Committee in Decision No. 2313/QD-UBND dated October 23, 2023), the Dong Giang hill area, Ba Go village, Trung My commune (adjacent to Hanoi Ring Road 5) is tourism and service land. Therefore, it is recommended that these two locations in Binh Xuyen district not be included in the pilot auction list and the auction plan for the period 2024 - 2025.
The Department of Construction of Vinh Phuc province said that the Provincial Planning was approved by the Prime Minister in Decision No. 158/QD-TTg dated February 6, 2024, however, the technical documents on the plan for protection, exploration, exploitation and use of minerals in the Provincial Planning have not been issued. Therefore, it is recommended that the Department of Natural Resources and Environment work with the Department of Planning and Investment to reach an agreement and report to the Provincial People's Committee.
