This is the topic of the Forum on building a local digital economy based on a high-tech supply chain, organized by the Provincial People's Committee in coordination with the National Innovation Center on the morning of April 23. Many opinions at the forum suggested building a local digital economy based on a high-tech supply chain for Vinh Phuc province. Digital transformation is not just about technology, but also a comprehensive change in development and operational thinking. The National Innovation Center (NIC) plays a connecting role between the Government, localities, businesses and leading technology corporations such as Dassault Systèmes to build a sustainable innovation model, starting from potential localities such as Vinh Phuc. This forum is an important step in that process.
To take advantage of Vinh Phuc province's strengths in line with global trends and improve the quality of the automobile and motorbike industry center, the province needs to develop an innovation ecosystem; prepare human resources; develop technology and digital infrastructure; design specific provincial policies to support innovation; and implement specific companion programs with businesses.
Through specific activities such as focusing on Vinh Phuc's strengths such as mechanical engineering, electronics industry, food processing, high-efficiency agriculture; investing in digital platforms to operate the innovation ecosystem, connecting businesses - experts - investment funds - policies.
Organize training programs to foster innovative thinking and digital transformation for leaders at all levels. Collaborate with technical universities in Hanoi to open short-term courses on IoT, AI, and innovation management for students and local technical staff.
Build shared infrastructure centers for businesses in industrial parks or new urban areas, integrating workspaces, labs, and data centers. Design tax incentive packages and premises for businesses with R&D activities.
Establish a provincial innovation fund, prioritizing digital technology projects in agriculture and supporting industries. Pilot a new technology sandbox. Coordinate with NIC and relevant partners to organize a direct consulting program at enterprises, support digital transformation and product improvement. Develop an innovation program in traditional enterprises to improve competitiveness.

The recent shift in the global semiconductor production chain has opened up opportunities for the semiconductor industry in Vietnam. With advantages in geographical location, infrastructure; solid supporting industrial ecosystem; good FDI attraction environment; and skilled human resources, Vinh Phuc has favorable conditions to meet the requirements of the global semiconductor production chain.
With the goal of forming a digital workforce by 2030, localities need to develop a digital economic development policy associated with human resource planning. Allocate budget, issue incentive mechanisms for training and investment in digital workforce. Establish provincial/district digital transformation centers; connect digital data between sectors. Act as a "conductor" connecting businesses - schools - people in the digital training and application ecosystem.
Along with that, order digital skills training programs according to practical needs; cooperate with schools to provide dual training while studying and working; invest in upgrading skills for workers; build a digital corporate culture; coordinate training and technology transfer in the fields of big data and AI, management in the fields of logistics, urban transportation, traffic infrastructure management and business administration.
