Awakening action from the heart
The program was chaired by the Department of Health of Vinh Long province, with the participation of representatives of the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of Vinh Long province; representatives of departments, branches, press agencies, along with medical experts and the disabled community in the area.

With the theme “Comprehensive care journey for a healthy life”, the program aims to improve the quality of life for more than 26,000 people with disabilities - accounting for about 2.5% of the province's population - through a series of medical examination activities, non-communicable disease screening, consultation and treatment support in the community.
Notably, the program implements a home health care model, combining direct medical examination and remote connection with medical specialists through smart medical devices. This model not only increases access to health services for people with disabilities, but also contributes to building a modern, friendly and effective grassroots health system.
In addition, personalizing health care plans and providing guidance on effective use of health insurance are also highlights of this comprehensive care model. Through this, people with disabilities are empowered to take care of themselves, proactively access public services, and ensure their legitimate health care rights.

Speaking at the ceremony, Vice Chairwoman of Vinh Long Provincial People's Committee Nguyen Thi Quyen Thanh said: In Vinh Long, Party committees and authorities at all levels have implemented many practical policies and activities to care for and protect the rights of people with disabilities. The province has issued free health insurance cards to over 3,000 people with disabilities, organized regular health check-ups, implemented rehabilitation in the community; supported assistive devices such as wheelchairs and rocking chairs, coordinated the organization of vocational training classes, introduced jobs, and supported home repairs for people with disabilities in especially difficult circumstances. However, in reality, ensuring the rights of people with disabilities still has some limitations; people with disabilities face many difficulties, especially in rural areas such as: access to transportation, public works, education, culture, sports, tourism, medical services, and health care and rehabilitation for people with disabilities still has many challenges. The need for health and mental care is increasing while the development of care services and infrastructure is not commensurate with practical requirements... With a profound humanitarian spirit, the program not only aims at physical improvement but also opens the door to community connection, helping people with disabilities in Vinh Long to firmly integrate.
Expanding inclusion opportunities for people with disabilities
The program is part of the series of activities of the "Vietnam Health Care" Project implemented by Davipharm in coordination with the Ministry of Health from 2021, under the National Strategy for Prevention and Control of Non-Communicable Diseases and the National Strategy for Protection, Care and Improvement of People's Health for the period 2020 - 2030. This is also a specific action contributing to the implementation of the Strategy for Development of the Vietnamese Pharmaceutical Industry towards standardization, modernization and international access.

The program implementation plan includes 3 phases: Phase 1 (April 15 - May 15, 2025): Health examination and screening for at least 3,000 people with disabilities in 8 districts, towns and cities. Phase 2 (June 1 - August 31, 2025): Expand the scope to at least 8,000 people. Phase 3 (September 15 - December 15, 2025): Expected to examine and screen about 10,000 people and expand the area to new administrative units after the merger.
Speaking at the launching ceremony, a representative of the Vinh Long Department of Health emphasized: In recent years, health care for people with disabilities has always been of interest, with many effective models such as community-based rehabilitation, combining health and population programs. However, to ensure sustainability, breadth and professionalism, the health sector hopes to continue to receive the support of departments, branches, sectors, social organizations, businesses and the entire population.
Caring for the health of people with disabilities is not only the responsibility of the health sector, but also the responsibility of the whole society. This program not only aims to improve physical health, but also contributes to expanding opportunities for integration, promoting the abilities and values of each individual - thereby realizing the goal of building a fair, humane and sustainable society.
Vinh Long province currently has more than 26,000 people with disabilities, accounting for about 2.5% of the province’s population. Many of them depend on their families, are unemployed, and have little access to community activities and specialized health services.
