- Dear comrade! Implementing the 2023 theme of Vinh Linh district: "Arousing aspirations - Seizing opportunities - Promoting growth", could you please give an overview of the outstanding achievements in various fields of the locality in the past year?
- 2023 is a pivotal year for implementing the Resolution of the 13th National Party Congress; resolutions of Party congresses at all levels and the 5-year Socio-Economic Development Plan for the period 2021-2025. Implementing the tasks of the year in conditions of many difficulties and challenges; however, with a spirit of solidarity and high determination, Vinh Linh district has successfully implemented the theme set out at the beginning of the year: "Arousing aspirations - Seizing opportunities - Promoting growth".
All major indicators on socio-economics, national defense - security, Party building and political system reached and exceeded the set plan. Total production value (at 2010 comparative prices) is estimated to increase by 15.1%, 3.4% higher than in 2022. Total social development investment capital is estimated at VND 2,673 billion - exceeding the VND 2,500 billion threshold for the first time, maintaining a continuous growth momentum and increasing by VND 336 billion compared to 2022. 163 Party members were admitted, exceeding the plan by 25.38%.
Complete the concretization and have positive changes in 6 key tasks, 2 breakthrough areas set forth by the Resolution of the 19th District Party Congress. Complete the work of developing the Construction Plan for Vinh Linh district to 2040, with a vision to 2050, and submit it to the Provincial People's Committee for approval.
The national target program on new rural construction (NTM) ensures the set roadmap; 6/15 villages have met NTM standards, 59 villages have met model NTM standards; 14 communes have basically met NTM standards, 4 communes have met advanced NTM standards, the district has met 9/9 NTM district criteria.
The administrative reform index ranks first among 10 districts, towns and cities. Continue to attract investors to learn about and raise investment issues in the area. Coordinate to implement many large-scale projects with spillover effects, creating momentum to promote socio-economic development.
Cultural - artistic, physical training - sports movements continue to go into depth; activities towards the 70th anniversary of Vinh Linh August 25 tradition (1954 - 2024) are actively responded to, creating a vibrant competitive atmosphere in the district.
The quality of key education has made a breakthrough, ranking first in the provincial science and technology competition, and fourth in the provincial cultural subject competition for excellent students. Medical examination, treatment, and health care for the people continue to receive attention, and Vinh Linh Regional General Hospital has been established.
Successfully completed the task of combat drills in communes and towns in the defense zone and drills in the district defense zone in 2023. The district armed forces continue to be the leading unit in the emulation movement of Military Region 4. Social order and safety are ensured.

- It must be affirmed that, in order to achieve the above results, together with the participation of the entire political system; the companionship of the business community; the support, trust and sharing of all classes of people, the leadership and direction of the Party plays an important role. The District Party Committee and the Standing Committee of the District Party Committee have proactively innovated the content and methods of leadership and direction; strengthened discipline and order; consolidated and built solidarity and unity within the Party and the political system; proposed a theme for the year that is suitable to the practical situation with focused and key goals for leadership, direction and implementation.
Many documents have been promptly issued to lead, create positive changes and bring about clear results such as the Resolution "on urban construction and development in the district for the period 2023 - 2025, with a vision to 2030"; Directive "on strengthening the Party's leadership in disbursing public investment capital"; Directive "on accelerating progress, improving quality, and being determined to successfully complete the goal of building a district that meets NTM standards"...
Focused on directing the District People's Council to pass resolutions, the District People's Committee to issue plans and projects to concretize the Party's guidelines and policies on socio-economic development. At the same time, required the organization to seriously implement the annual theme and complete all 3 elements that the 2023 theme has proposed: "Arousing aspirations - Seizing opportunities - Promoting growth".
In every action program, the district always emphasizes the position and role of the People in implementing the task of socio-economic development, participating in giving opinions on Party building and building the local political system, so it receives the support and trust of the People. - The theme for 2024 that Vinh Linh set out is: "Promoting tradition - Promoting emulation - Accelerating breakthroughs" which clearly demonstrates the determination of the entire political system in a year of special significance for the district. Could you tell us some of the key tasks of the Vinh Linh District Party Committee in leading the implementation of socio-economic development and Party building tasks?
- 2024 is the year to accelerate the implementation of the Resolution of the District Party Congress for the 2020 - 2025 term, the 5-year socio-economic development plan 2021 - 2025. For the Vinh Linh District Party Committee, this is also the year to organize 2 important political events, which are to celebrate the 70th anniversary of Vinh Linh August 25 tradition (1954 - 2024) and strive to reach the NTM district finish line. Therefore, this year the District Party Committee sets the theme "Promoting tradition - Promoting emulation - Accelerating breakthroughs". To successfully implement the theme of the year, the District Party Committee and the Standing Committee of the District Party Committee will focus on leading the following key tasks:
Leaders of Party committees at all levels and organizations in the political system promote the achieved results, overcome shortcomings and limitations, closely follow the achieved and unachieved targets of the term to prioritize in directing the implementation. At the same time, continue to thoroughly grasp and concretize the new guidelines and policies of the Party and State into local practices; take advantage of the opportunities opened for development.
Focus on leading and directing the quality and effective implementation of issued resolutions and thematic conclusions to promote the successful implementation of 6 key tasks and 2 breakthrough areas of the entire term. Focus on planning and implementation according to the planning, as well as promoting the implementation of 3 National Target Programs for the period 2021 - 2025.
Continue to develop the district's economic strengths; improve the quality and effectively use human resources, promote innovation, application and development of science and technology; ensure social security and welfare, improve the material and spiritual life of people, especially in remote areas.
