Vinh Linh strives to do well in sustainable poverty reduction

Review the current situation, set specific goals

Implementing the National Target Program (NTP) for sustainable poverty reduction in the period of 2021-2025, in 2021, Vinh Linh conducted a general survey and review of poor and near-poor households. The results showed that the whole district had 1,001 poor households, accounting for 3.69%; 1,118 near-poor households, accounting for 4.12%.

Of which, there are 407 poor households with no working capacity with 617 people, accounting for 40.66% of the total number of poor households. There are 272 poor ethnic minority households with 1,084 people, accounting for 27.17% of the total number of poor households in the district and 32.89% of the total number of ethnic minority households.

To achieve the goal of inclusive and sustainable poverty reduction, the district has issued a sustainable poverty reduction plan for the period 2021 - 2025 with many solutions, aiming to effectively use poverty reduction resources in the new period. Strive to reduce the poverty rate by an average of 0.5 - 1% / year, by the end of 2025 the poverty rate in the area will be below 2%.

In addition, improving access to basic social services: 100% of workers in poor and near-poor households receive career counseling and orientation, and job search support; 100% of people are supported to participate in health insurance; 100% of poor and near-poor households have access to clean water; 100% of households in need have access to internet services...

Empowering the poor

Vice Chairman of Vinh Linh District People's Committee Nguyen Thien Tung said: "In the current poverty reduction work, there is a reality of waiting and relying on a part of poor households. This is a problem that local authorities need to have flexible solutions, suitable to actual conditions to solve this situation. The top priority solution of the district is to promote propaganda work to change the thinking and awareness of the poor about poverty reduction work. Along with that, implementing the motto of "giving fishing rods and showing how to catch fish" so that disadvantaged people can stand firmly on their own feet."

The National Target Program on Sustainable Poverty Reduction for the 2021-2025 period in Vinh Linh district has been allocated nearly 40 billion VND. To effectively implement the program, the key solution that the district focuses on implementing is to bring poverty reduction capital to people to invest in production, creating sustainable livelihoods for poor households to escape poverty.

From 2021 to 2024, Vinh Linh has implemented 23 community production development projects in the agricultural sector with 268 livestock and crop models; at the same time, vocational training classes were opened, transferring science and technology in production to the people. With capital, plants, and breeds, and equipped with knowledge of crop and livestock farming, most poor households are motivated to strive and proactively strive to sustainably reduce poverty.

As a mountainous commune in Vinh Linh, in 2021, through review, in Vinh O, the multidimensional poverty rate was 50.6%, the highest in the district. After many years of striving to achieve the commune's targets for new rural development, by the end of 2024, the multidimensional poverty rate of the whole commune was 6.01%. Notably, many households voluntarily wrote applications to be removed from poverty.

In June 2024, Vinh O commune reached the new rural finish line. Chairman of Vinh O commune People's Committee Tran Van Tang said: "If poor households do not consciously strive to improve themselves, no one can do it for them. Therefore, promoting the results achieved in the previous period, in addition to integrating resources, the Commune Poverty Reduction Steering Committee prioritizes funding to support the poor to develop appropriate production models. Up to now, many models have been effective, bringing in significant income, helping people escape poverty such as: afforestation, raising large numbers of livestock".

In addition to livelihood support projects, in the National Target Program on Poverty Reduction, Vinh Linh district also implements policies to support vocational training, job creation, health insurance support... These policies have significantly contributed to increasing income and stabilizing the lives of poor and near-poor households.

Complete the target, limit poverty relapse

By the end of 2024, after review, the whole district still has 417 poor households, accounting for 1.57%; there are 531 near-poor households, accounting for 2%. Thus, the plan target has been completed. According to the assessment of the Vinh Linh District Poverty Reduction Steering Committee, identifying the shortage - the cause of poverty of households is an important solution in implementing the annual national target program on sustainable poverty reduction.

Because from there, we will grasp the needs to have appropriate solutions and methods of assistance, giving opportunities for the poor to rise up. Entering the 2026 - 2030 period, Vinh Linh district proposed a budget of over 56.3 billion VND to implement poverty reduction projects.

Mr. Nguyen Thien Tung added: “Vinh Linh district continues to promote propaganda to change awareness, completely eliminate the poor's mentality of waiting and relying on others. Allocate investment resources reasonably, on the basis of prioritizing especially disadvantaged villages and hamlets, ethnic minority areas; inspect, supervise, and urge to speed up the implementation and disbursement of projects. Mobilize and integrate resources to support poor households in production; strengthen socialization, help the poor access more basic social services, towards the goal of sustainable and multidimensional poverty reduction, and limit re-poverty”.
