Vinh Linh realizes the goal of becoming a new rural district

Since 2011, Vinh Linh district has embarked on the national target program for new rural construction (NTM). Over the past 13 years, with the spirit of "determination, creativity, and method", the construction of "livable countryside" in the locality has achieved remarkable results. Vinh Linh district also determined the roadmap to reach the NTM district finish line by 2024.

Vinh Linh is a purely agricultural district with 15 communes and 3 towns; of which 3 are mountainous communes with many difficult natural and social conditions.

More than 10 years ago, despite the great attention of the Party Committee and the government, the socio -economic situation in the rural areas of the district was still not sustainable, competitiveness was low, and the transfer of science and technology and training of human resources were limited.

In addition, infrastructure such as transportation, irrigation, schools, medical stations, clean water, environmental sanitation... are not yet synchronized and still have many shortcomings. The material and spiritual life of the people is still low; the poverty rate is about 15%, the gap between rich and poor between rural and urban areas is still large.

To successfully build a new rural area, the district has identified many key tasks in each phase. In which, economic development is the breakthrough, which is the foundation for implementing other criteria.

In the period of 2011 - 2015, the district identified localities in the district that need to prioritize the development of industries, occupations, crops and livestock with strengths, while focusing on land consolidation, eliminating fragmented farming practices, developing commercial business, and vocational training for people.

Entering the 2016 - 2020 period, based on the achieved results, the district determined to continue to synchronously and closely implement the orientation of agricultural restructuring and strongly transforming crop and livestock varieties. Encourage the use of new varieties, apply scientific and technical advances in production. Encourage the construction of large-scale model fields, focus on disease prevention and control, and minimize losses in agricultural production.

In the period of 2021 - 2025, the district will focus on directing the promotion of production development towards clean, organic agriculture, applying high technology and joint ventures; promoting the development of local key products to create breakthroughs in agriculture, linking agriculture with trade services to increase people's income and sustainably reduce poverty.

Along with the task of economic development, at all stages, Vinh Linh district determines the need to improve the quality of healthcare, education and cultural and sports institutions; preserve and promote traditional cultural values; maintain political security and social order and safety in rural areas.

From specific goals, Party committees, authorities, fronts, people's organizations, agencies, departments and branches in the whole district have actively participated. Focusing on propaganda work, thoroughly understanding the purpose, requirements, meaning and importance of building new rural areas to all classes of people. Especially promoting the implementation of democracy regulations at the grassroots level, creating high consensus, mobilizing all people to participate with the motto "People know, people discuss, people do, people inspect, people enjoy".

With the dynamism of the government combined with the joint efforts of businesses and people, a widespread emulation movement to build new rural areas has been created throughout the district. This includes the movement to donate land to build roads, support money to invest in building cultural houses, schools, etc.

In the period 2016 - 2020 alone, Vinh Linh district has mobilized nearly 600 billion VND to build new rural areas. Of which, people contributed over 182 billion VND and tens of thousands of working days. In the period 2021 - 2025, the estimated capital source is about 639.5 billion VND, of which capital mobilized from people reached over 72 billion VND.

Up to now, the national target program for building new rural areas in Vinh Linh has been on track and ensured the set roadmap; 6/15 villages have met new rural standards, 59 villages have met model new rural standards; 13 communes have met new rural standards, 4 communes have met advanced new rural standards, the district has met 9/9 new rural district criteria. Average income per capita reached 59.4 million VND/year, an increase of 4.1 million VND compared to 2022; the poverty rate has decreased to 1.99%.

In addition to the achieved results, the implementation of the district's new rural construction program still has some shortcomings and limitations. By the end of 2023, Vinh Linh still has 2 communes that have not been recognized as meeting the standards, specifically: Vinh Khe commune has completed the dossier to submit to the Provincial People's Committee for consideration and recognition in 2023; Vinh O commune has basically met 16/19 criteria, with 3 criteria not yet met, including: schools, multidimensional poverty, production organization and rural economic development. Regarding the criteria for the new rural district in the period of 2021-2025, including 9 criteria with 36 targets, up to now, the district has met and will basically meet 34/36 targets.

Vice Chairman of Vinh Linh District People's Committee Nguyen Anh Tuan said: "With very high political determination, the Standing Committee of Vinh Linh District Party Committee issued Directive No. 22 to bring the locality to the NTM finish line by August 2024, one year earlier than the Resolution of the 19th District Party Congress. Accordingly, the District People's Committee has issued plans, programs, and specific goals for leadership and direction of implementation. In particular, the specific tasks identified are to continue to strengthen propaganda, raise awareness among people about the goals of striving, create a spread and emulation spirit, and determination to build NTM. Reorganize resources to invest and build unmet criteria, missing criteria. Pay attention to socio-economic development of mountainous communes. Effectively mobilize socialized resources to join hands in building NTM. Consistent with the guiding viewpoint "People do, the State supports and take villages and hamlets as localities" to direct the construction of NTM. For the communes whose criteria have declined, direct the continued implementation of the plan to maintain and improve the criteria. At the same time, promote the role of the front and mass organizations in inspection and supervision; as well as the role of the Steering Committee for New Rural Construction at all levels to soon bring Vinh Linh district to the New Rural Finish line according to plan".
