The growth of network operators in recent years has been low, lower than GDP growth. Meanwhile, a new generation telecommunications network with good growth must be around 10%, and growth at the required level must also be over 5%. Network operators have not yet found new growth space, while the old space has run out of room, even declining. For example, traditional services such as voice and SMS, which used to account for nearly 100% of the network operator's mobile revenue, will basically decrease to less than 10%. These traditional services of Viettel still account for over 30%, so we must prepare for it to decrease to less than 10%. If we do not open up new space soon, there will be no future. The head of the IT&T industry emphasized that never before have network operators had such important changes and such a great mission for the country's development. A network operator that wants to develop sustainably must invest 15-20% of its revenue in the network each year, with Viettel having to invest around 150,000 billion VND in the network each year. Viettel is about to do 5G, so it must set a target of a minimum speed of 100Mbps and an average of over 300Mbps. A good quality mobile network, large capacity, deep coverage inside the house, high speed, every 1,000 people will have one broadcasting station. Viettel's mobile network has 1 broadcasting station for every 2,000 people. Viettel's 50,000 broadcasting locations do not ensure quality for mobile, especially 5G. The Minister said that the theme of the Ministry of Information and Communications in 2024 is "Universalizing digital infrastructure, creating digital applications to develop the digital economy - New driving force for economic growth and labor productivity". The most important thing in developing the digital economy is digital applications, digital transformation applications for industries. Network operators with infrastructure, technology, human resources and knowledge of digital transformation must be the ones to create digital transformation applications for industries. In the past few years, we have left this to the industries themselves and therefore, the development of digital transformation and the digital economy has been very slow. Developing digital applications for industries is also creating products, which is also Make in Vietnam. Network operators and digital technology enterprises must consider this as a research and development activity. The Minister gave an example that China Mobile spends up to 4 billion USD (about 3-4% of revenue) on research and development every year, so China Mobile has developed over 30,000 industrial 5G applications, and its annual revenue has increased by over 10%. Meanwhile, Vietnamese carriers are spending only 0.1% on research and development. New opportunities for Viettel in the field of AI and semiconductors 2024 is the first year Vietnam implements the national strategy on semiconductor industry development. Minister Nguyen Manh Hung said that the semiconductor industry and electronics industry are also opportunities for Viettel to transform from an industrial - telecommunications enterprise into a technology enterprise. Developing semiconductor technology is also an opportunity for Vietnam to rebuild the country's electronics industry, especially when this industry is entering the transition phase to AI electronic devices and IoT devices. If Viettel wants to develop the semiconductor industry and electronics industry, it must have a bigger vision and greater determination. You have to be so good at it that you have to research and manufacture the chips in your electronics. The electronics industry is three times larger than telecommunications. Affirming that 2024 will be the year of strong application of artificial intelligence (AI) and virtual assistants, the Minister shared that Viettel should develop virtual assistants to help ministries and localities transfer difficult, time-consuming tasks to AI, freeing people to do more interesting things. The Minister suggested that Viettel must become a global corporation in digital technology, actively participating in the two biggest transformations of the century of mankind: digital transformation and green transformation. Viettel must go down to the bottom level to develop source technology. To develop quickly and sustainably, Viettel must take digital technology as the basic production force, digital talent as the basic resource and digital innovation as the basic driving force. "Viettel must be stronger in its strategic determinations, both to develop itself and to contribute to the development of the country. Always remember and be proud, Viettel is a national infrastructure enterprise, and especially, an enterprise that builds new infrastructure for the new development of the country, that is KTS.
