Reporter (PV): In the exciting atmosphere of the whole country heading towards the 79th Anniversary of the August Revolution, can you share about the glorious history of Gia Vien district in the uprising to seize power in 1945?
Comrade Ngo Hung Khanh: Gia Vien is a land of outstanding people, with a long history and culture and an important strategic position in the fight against invaders. Turning the pages of the Gia Vien District Party History, we can see the resilience and bravery of the previous generations in the resistance wars for national independence and freedom, to liberate our homeland and country.
Accordingly, on August 17, 1945, the uprising order arrived at the Quynh Luu revolutionary base. After analyzing and evaluating the specific situation of the revolutionary movement in the whole province, the Provincial Party Committee decided to choose Gia Vien as the starting point of the uprising and directed the determination to win victory right in the first battle. Implementing the resolution of the Provincial Party Committee, the Viet Minh of Gia Vien district directed the Party cells and Viet Minh groups in the communes to gather uprising forces. At that time, the revolutionary atmosphere in the villages and communes in the district was boiling like never before; the self-defense forces for national salvation and the masses for national salvation were eagerly preparing weapons and gathering, ready to rise up at the hour of the uprising. The villages and communes of Loi Son, Ngoc Dong, Le Xa, Tri Hoi, Bich Son, Diem Giang, and Diem Xa were eagerly waiting for the hour of the uprising.
The Bich Son commune self-defense platoon received the order to revolt early. On August 18, 1945, it gathered its forces and marched to Me street, combining with the self-defense forces and the people of Me street to convince the district chief to hand over the government. On the night of August 18, 1945, the district chief La Xuan Mai fled the district. That same night, at the revolutionary base of Quynh Luu, the communes of Van Trinh, Le Xa, Tri Hoi... the revolutionary forces were bustling to prepare for the uprising.
On the morning of August 19, 1945, the armed forces liberated the revolutionary base of Quynh Luu, the self-defense forces for national salvation and the revolutionary masses of the villages and communes of Loi Son, Ngoc Dong, Sinh Duoc, Lac Khoi, Ngo Dong, Tri Hoi, Diem Giang, and Bich Son, marched up to the district town, groups of 5 to 7 people mixed in with the crowd going to Me market, quickly surrounding the district town. The Viet Minh used loudspeakers to call on the people to rise up and join the uprising to overthrow the Japanese puppet government, the soldiers surrendered, and the revolutionary forces took control of the district town. Immediately after the uprising to seize power was successful, the representative of the district Viet Minh announced the abolition of the feudal imperialist government of Gia Vien district and the establishment of a revolutionary government.
Following the great victory, on the afternoon of August 19, 1945, a number of patriotic youths of Gia Vien district marched to Nho Quan prefecture with the people and revolutionary forces of Nho Quan district to persuade soldiers to surrender, confiscated weapons and brought them back to the revolutionary base of Quynh Luu.
Nearly 79 years have passed, but generations of people in the heroic homeland of Gia Vien today are still proud and grateful to their ancestors for creating a great milestone in the history of revolutionary struggle, gaining independence and freedom for the nation, liberating the homeland and country.
PV: Promoting that heroic tradition, the Party Committee, Government and People of Gia Vien district have united and made efforts to build an increasingly innovative homeland. Could you share the outstanding results of the district in recent years?
Comrade Ngo Hung Khanh: Proud and inheriting the revolutionary tradition of their ancestors, cadres, party members and people of Gia Vien in each period always carry within themselves ambitions and a high sense of responsibility, constantly striving to study, compete in labor production, develop the socio-economy, and build the homeland.
One of the most noticeable changes is economic development. From a purely agricultural district, suffering from many natural disasters, storms and floods, and being among the poor districts, Gia Vien has risen to become a developed district of the province. The economic growth rate of the district has been high and sustainable for many years (averaging over 25%/year), with an economic scale of over 40,000 billion VND. The economic structure of the district has shifted towards increasing the proportion of industry, construction, trade and services (currently reaching 97%).
Agricultural production has developed relatively comprehensively in the direction of organic, high-quality agriculture; strengthening linkages along the value chain. The policies and guidelines to support agricultural production of the province and the district have been effective. The district has also actively developed local OCOP products; to date, the district has 10 provincial-level OCOP products of 3-4 stars. Many integrated farm models have an income of 200-500 million VND/year.
Implementing the National Target Program on New Rural Construction, the infrastructure system has been invested synchronously to meet development requirements, and the quality of life of the people has been improved. Up to now, the district has Gia Thanh commune meeting the model new rural standards in the field of education, 10 communes meeting the advanced new rural standards, and 90 villages and hamlets meeting the model new rural villages and hamlets according to the set of criteria for the period 2021-2025.
The district also focuses on doing a good job of compensation, site clearance, infrastructure construction and investment attraction. Currently, the district has 1 industrial park (Gian Khau) and 3 industrial clusters (Gia Van, Gia Phu, Gia Lap) that have come into operation, attracting 56 enterprises to invest in production and business, contributing a large part to the provincial budget. In addition, enterprises and production establishments outside industrial parks and clusters have increased in number and operated effectively with 1,880 production and business establishments in the industrial and handicraft sectors, creating jobs for tens of thousands of workers, promoting economic development, and increasing income for workers in the district.
Trade, services and tourism have developed comprehensively, with an average growth rate of 9.7% per year, 3.8 times higher than in 2020. Transport infrastructure has received synchronous investment, and many works serving people's lives have been invested in and built, contributing to creating an increasingly civilized and modern rural appearance.
Along with the focus on economic development, the cultural and social fields are also given attention and promoted, people's lives are increasingly improved and enhanced, social security is ensured. The quality of comprehensive education is maintained and consolidated; the quality of key subjects is improved. The work of protecting and taking care of people's health is given attention and directed to be implemented synchronously.
PV: Continuing the tradition of the revolutionary homeland, in the coming time, what main tasks will Gia Vien district focus on, comrade?
Comrade Ngo Hung Khanh: In the coming time, the Party Committee and the People of Gia Vien will continue to unite, make efforts and be determined to implement the targets set out in the Resolution of the 20th District Party Congress. In particular, focusing on directing the implementation of planning work towards increasing the urbanization rate; continuing to implement the Construction Planning of Gia Vien District, Ninh Binh Province to 2030, with a vision to 2050 approved by the Provincial People's Committee in Decision No. 697/QD-UBND dated June 1, 2020; completing the planning of Gian Khau and Van Long urban areas, aiming to build the district into a type 4 urban area by 2030.
Along with implementing the planning, the district focuses on arranging and implementing the arrangement of administrative units at the commune and village levels in Gia Vien district in the period of 2023-2025; arranging, reorganizing, and streamlining when merging administrative units at the commune level according to the Central's policy and the province's guidance.
Actively attract investment resources for industrial and handicraft development. In particular, encourage and facilitate enterprises, projects applying high technology, clean technology, environmentally friendly technology, supporting industry projects, and industries serving agriculture and rural areas in production and business in the area. Develop industry in a modern direction on the basis of maximizing the existing capacity of factories, associated with restructuring the industry, increasing product value and contributing to the budget; promptly remove difficulties and obstacles and effectively support enterprises to recover and develop.
Effectively exploiting the existing tourism potential, developing more tourism spaces. Focusing on connecting with tourist areas and regional tourist spots of Hanoi and Ha Nam. Developing agricultural economy in the direction of circular agriculture, safe agriculture, organic agriculture, applying high technology, advanced production forms; focusing on developing key products, specialty products, OCOP products. Continuing to build advanced new rural areas, model new rural areas. In 2024, Gia Vien strives to build 3 more communes meeting model new rural standards, 2 communes meeting advanced new rural standards and 31 model new rural villages and hamlets.
Looking back at the proud past of the homeland to look forward to the future with new achievements is what the Party Committee, Government and People of Gia Vien are striving for. Although there are still many difficulties and challenges ahead, with the drastic direction of the entire political system and the solidarity of the people, we believe that Gia Vien will become increasingly prosperous and strong, steadily moving forward on the path of innovation, aiming to build a district that meets advanced NTM standards by 2025 and build the district into a type 4 urban area by 2030. Thereby contributing to all levels, sectors and localities to successfully implement the common goal of the province: By 2030, it will be a fairly developed province, a growth pole of the southern provinces of the Red River Delta, basically meeting the criteria of a centrally-run city with the characteristics of a millennium heritage city and a creative city.
