LESSON 1: FROM THE FIRST PROVINCIAL PARTY CONGRESS

In the journey of building and developing the homeland, the Quang Nam - Da Nang Provincial Party Committee and later when the province was re-established, the Quang Nam Provincial Party Committee focused on building a clean and strong Party Committee, maintaining solidarity and unity within the Party, and the close bond between the Party and the People. This is the solid foundation, the decisive factor for the Quang Nam Party Committee, government and people to continue writing the story of the homeland's rise.

Focus on improving leadership capacity

From November 12 to 18, 1976, the 11th Congress of the Quang Nam - Da Nang Provincial Party Committee (round 1) and from April 25 to May 2, 1977, the 11th Congress of the Quang Nam - Da Nang Provincial Party Committee (round 2) were held in Da Nang. This was the first Congress in the period of building and defending the socialist Vietnamese Fatherland. The Congress summarized the process of leading the resistance war against the US by the Party Committee and people of Quang Nam - Da Nang and 2 years of overcoming the consequences of war, restoring production, and stabilizing people's lives. At the same time, it set out the task of promoting the healing of war wounds and rebuilding the homeland.

Regarding organizational work, the congress resolution emphasized: Focusing on grassroots organization, closely linked to perfecting the leadership capacity of Party committees, improving the quality of Party members, training cadres, closely coordinating between organizational work, inspection and Party protection.

Improve the content of Party cell activities, ensuring three characteristics: leadership, education and combat. Strive to have 2/3 good Party cells by the end of 1980, with no more weak Party cells...

Since the Party Congresses at all levels, many grassroots Party organizations have focused on leading the implementation of political tasks, mobilizing the masses to create many exciting emulation movements.

In the work of Party building, many grassroots Party organizations have gradually built up Party working traditions and Party cell living regimes. Self-criticism and criticism sessions within the Party have been well implemented, strengthening the struggle to train Party members, maintaining internal solidarity and maintaining the relationship between the Party and the People.

For example, Tam Nghia commune (Tam Ky, now Nui Thanh district) has done a good job of grasping the masses, thus resolving many issues arising from the grassroots, stabilizing the people's ideological situation. Or Tra Nam commune (Tra My, now Nam Tra My district) has done a good job of settling down, mobilizing people to move to lowland and plain areas. Dai Hiep commune (Dai Loc) has done a good job of internal solidarity, promoting the development of new party members...

After nearly 30 years of re-establishing the province (1997 - 2025), the Quang Nam Provincial Party Committee has 22 affiliated party committees, 1,119 grassroots party organizations (in 1997 there were 769 grassroots party organizations), 2 party committees and 3,350 party cells affiliated with grassroots party committees with more than 73,490 party members.

In the first congress term, the requirement to improve the political theory, professional and cultural level of cadres from the provincial to grassroots levels to ensure good performance of assigned tasks in the new revolutionary period was focused on and implemented.

The Provincial Party Committee's Organizing Committee advised the Provincial Party Committee's Standing Committee to send many cadres to receive political, professional, and vocational training at schools in the province and the Central Government. In 1978, the province sent 354 cadres from the provincial and district levels for short-term and long-term training and development in political theory, professional skills, and economic management; sent 190 cadres to receive training as lecturers and guides on the Resolution of the 4th Party Congress; sent 5,000 cadres from communes to the province to study culture at cultural supplementary schools.

Closely select good staff

Actively participating in revolutionary activities, after the liberation of his homeland, Mr. Bui The Van was assigned to be the Party Secretary of Tam Chanh Commune (Tam Ky Town), then Chairman of the Commune People's Committee. In 1978, he was sent to study at the Party School in Hanoi. In 1980, he returned to work as a specialist at the Organization Department of the Quang Nam - Da Nang Provincial Party Committee. Since January 1, 1997, when Quang Nam Province was re-established, Mr. Van has held the position of Head of the Party Organization Department and a Party member of the Organization Department of the Quang Nam Provincial Party Committee, retiring in 2008.

Flipping through the history book of the Party building organization of the Quang Nam Provincial Party Committee from 1930 to 2010, Mr. Van shared: After completing the congresses at the grassroots, district and equivalent levels, from October 8-10, 1997, the 17th Provincial Party Congress was held in Tam Ky town. The first congress when Quang Nam re-established the province, marking a new stage of development, with plans and choices of its own direction in each stage, contributing to deepening the brand of "the loyal and resilient homeland".

Regarding Party building, the Congress emphasized: Party building is a key task closely linked to the implementation of socio-economic and national defense and security tasks in the new conditions. Strive to achieve 55% of strong and clean grassroots party organizations by the year 2000...

In its advisory role, the Provincial Party Committee's Organizing Committee has closely coordinated with the Provincial Party Committee's Party Building Committees and relevant agencies to thoroughly grasp, gradually concretize and organize the implementation of the Party's resolutions in the fields of organizational apparatus and cadres; to do a good job of planning cadres according to short-term and long-term orientations. Striving to build a clean and strong Party organization reaching 55% by the end of 1998, reducing the rate of weak Party organizations to less than 5%.

Notably, the sector focused on advising on doing a good job of Party building in schools in the spirit of Directive No. 02, dated December 26, 1997 of the Provincial Party Standing Committee; building grassroots party organizations in coastal sand areas...

In the first year of implementing the 17th Provincial Party Resolution, Quang Nam's organizational and personnel work achieved many results. The whole province admitted 1,512 party members. The work of training and fostering political theory and professional expertise for cadres at all levels in the planning area was given more attention: training and fostering 1,411 comrades. In personnel work, 58 comrades were transferred from districts and towns and 11 comrades were promoted and arranged to supplement the departments, branches, sectors and unions of the province to ensure quantity and quality.

“At the time after the liberation of the homeland, or when the province was newly re-established, despite facing many difficulties, the cadres of the Party building organization sector were always closely attached to the grassroots, clearly understanding each cadre case to advise the organization to select good cadres, meeting the requirements of the tasks and development of the province” - Mr. Van expressed.

Lesson 2: Dare to think, dare to do, make breakthroughs in open thinking

Talking about Party building work, former Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Sy shared: The Quang Nam Provincial Party Committee has carried out Party building work regularly and continuously through the terms with many measures to make the Party Committee increasingly stronger and more mature.

Respect and carry out well the task of developing new party members every year (in 2024, 2,203 party members will be developed, reaching 115.95% of the resolution - PV) to ensure the inheritance and development of the party organization and party members.

In many past terms, the Provincial Party Committee has issued specialized resolutions on personnel work, affirming that personnel work is the "key of the keys", which is decisive for the success of the province's political tasks. Strictly implement the process of planning Party committees and key cadres right from the beginning of each term of Party committees at all levels for the next term.

Focus on planning young cadres, female cadres, ethnic minority cadres and reserve cadres, planning associated with training, improving the quality of human resources, first of all improving the quality of cadres and civil servants. Build and effectively implement projects for training, fostering high-quality human resources, postgraduate training at home and abroad...
