On the afternoon of November 21, at the Presidential Palace, receiving delegates who are leaders of the International Red Cross and Red Crescent Movement on the occasion of the 11th Asia-Pacific Red Cross and Red Crescent Conference in Vietnam, President Vo Van Thuong highly appreciated, acknowledged and thanked the great support of the International Federation of Red Cross and Red Crescent Societies, the International Committee of the Red Cross, Red Cross and Red Crescent Societies of countries and international organizations for their effective cooperation and support for Vietnam through the Vietnam Red Cross Society over the years, especially when there are natural disasters, catastrophes and epidemics.

Speaking at the meeting, international delegates expressed their sincere feelings and honor to come to Vietnam, receive a warm welcome, and strong support from the Vietnam Red Cross Society as the host of the 11th Conference. The Vietnam Red Cross Society operates strongly and dynamically, making great contributions to the humanitarian activities of the international Red Cross movement.

It is said that one of the important goals of the 11th Asia-Pacific Red Cross and Red Crescent Conference in Vietnam is to combine national Red Cross Societies in responding to climate change and humanitarian activities. Many delegates wish to continue to closely coordinate with the Vietnam Red Cross Society to further develop and expand international humanitarian activities.

On behalf of the leaders of the Party and State of Vietnam and as Honorary President of the Vietnam Red Cross Society, President Vo Van Thuong sent his warmest sentiments, friendship and best wishes to the delegates.

Stating that the humanitarian flame initiated by Henry Dunant 160 years ago has lit up the International Red Cross and Red Crescent Movement; increasingly affirming the global nature, the sustainability of love and responsibility towards humanity, the President emphasized: Vietnam is honored to be a member of the global movement with 190 participating countries. The President pointed out that the Vietnamese people have had to face many fierce wars, natural disasters, continuous epidemics, and have suffered much pain and loss. The lesson about the strength to overcome adversity of Vietnam comes from the good qualities forged in hardship, from noble values and correct philosophies. Among them, the compassion of "loving others as you love yourself", loving people and loving the people is a good foundation and philosophy for action.

According to President Vo Van Thuong, promoting and spreading the nation's fine tradition of humanity, the Party and State of Vietnam always pay attention to humanitarian activities in their country and internationally.

Vietnam identifies humanitarian work as a regular task of the entire political system; taking people as the center, focusing on the grassroots, linked to the task of ensuring social security and the reality of each locality and unit; combining direct, immediate assistance with long-term support for livelihoods; expanding the scope of assistance in both material and spiritual terms...

Affirming that Vietnam consistently pursues an independent, self-reliant, diversified, multilateral foreign policy, being a friend, a reliable partner, and a responsible member of the international community for peace, stability, cooperation and development in the world, the President said: Vietnam has increasingly proactively and actively participated in humanitarian activities of the United Nations and the global humanitarian movement, contributing to the stability and sustainable development of the region and the world. The Party and State of Vietnam always trust the Vietnam Red Cross Society to be the core and bridge in humanitarian activities, contributing its humanitarian values to the International Red Cross and Red Crescent Movement.

The President emphasized: In each stage of Vietnam's development, there are imprints of good feelings, support, effective and practical cooperation, and sincere and meaningful help from friends, organizations, and countries around the world.

The President hopes that in the coming time, the International Federation of Red Cross and Red Crescent Societies, the International Committee of the Red Cross and partners in the humanitarian movement will continue to pay attention and actively support Vietnam, deepen the cooperative relationships of the Vietnam Red Cross Society, and establish sustainable cooperation frameworks so that Vietnam can contribute more to the world's humanitarian activities.

President Vo Van Thuong stated: Climate change, leading to extreme weather events, is increasing around the world. The Asia-Pacific region - considered the most dynamically developing region, which can be the driving force of global development - is facing great challenges, being one of the regions most severely affected by climate change, suffering the most natural disasters, with the highest number of deaths and impacts. The existential risks associated with climate change are forecast to seriously affect efforts to improve the lives of people in the region.

As one of the countries heavily affected by climate change, Vietnam considers climate change response a priority in national development policy and strongly commits to achieving zero net emissions by 2050, reducing greenhouse gas emissions, protecting forests and converting to energy, along with many solutions on institutional improvement and practical actions, President Vo Van Thuong affirmed: Vietnam is ready to contribute to the common efforts of the international community in responding to climate change, protecting the environment, participating in United Nations peacekeeping activities and international humanitarian relief.

The President expressed his belief that international cooperation and solidarity are decisive in enhancing humanitarian capacity and in preventing and responding to disasters, and emphasized that humanitarian activities originating from hearts filled with love, sharing, deep empathy, and international friendship and solidarity will bring positive values, spread compassion, and mobilize more resources to help vulnerable people in society.

Referring to the theme of this conference "Asia-Pacific: disaster preparedness", the President affirmed: The conference is a good opportunity for us to exchange experiences, improve capacity and together build a humanitarian action network for the region and the world. Each delegate is a representative, an effective bridge to promote cooperation between international Red Cross and Red Crescent Societies as well as the relationship and friendship between countries, actively contributing to sustainable development, peace, cooperation and progress of humanity.
