Within the framework of attending the 8th Greater Mekong Subregion Summit and working in China, on November 6 in Kunming city, Prime Minister Pham Minh Chinh received Mr. Vuong Ninh, Secretary of the Yunnan Provincial Party Committee.
Yunnan and Vietnam have many potentials and advantages that complement each other.
Prime Minister Pham Minh Chinh and Secretary of the Yunnan Provincial Party Committee Wang Ning expressed their joy and positive assessment of the progress of the relations between the two Parties and the two countries of Vietnam and China in recent times, and discussed measures to further promote cooperation between Vietnamese ministries, sectors and localities with Yunnan province in the coming time.
Prime Minister Pham Minh Chinh sincerely thanked the Party Committee, government and relevant agencies of Yunnan province for their close and effective coordination in flood discharge regulation, helping Vietnam mitigate the damage caused by typhoon Yagi .
Vietnam acknowledges and highly appreciates the positive progress in cooperation between all levels and sectors of Vietnam and Yunnan province; affirms that the Party and Government of Vietnam always attach importance to, care for, support and create all favorable conditions for Vietnamese localities to strengthen cooperation with Chinese localities, including Yunnan province.
Prime Minister Pham Minh Chinh emphasized that Yunnan holds an extremely important position in the overall Vietnam-China relationship.

Therefore, he suggested that Yunnan take the lead in implementing high-level common perceptions and joint statements, increase exchanges with Vietnamese localities; strive to increase Vietnam-Yunnan trade turnover to 5 billion USD, and make Yunnan and Lao Cai become the center of trade connection between China and ASEAN.
It is also necessary to promote the pilot implementation of the smart border gate model; strengthen coordination in flood control and disaster prevention; and create favorable conditions for procedures for Vietnamese citizens living in Yunnan.
Strengthening cooperation in areas of strength
Prime Minister Pham Minh Chinh hopes that the two sides will closely coordinate in border management and protection according to the three documents on land borders and related agreements. They will also coordinate well in organizing activities to celebrate the 25th anniversary of the signing of the Land Border Treaty and the 15th anniversary of the signing of the three legal documents on land borders in 2024.
Agreeing with the important opinions of Prime Minister Pham Minh Chinh, Secretary of the Yunnan Provincial Party Committee Wang Ning affirmed that Yunnan attaches importance to the friendly and cooperative relationship with Vietnam.
Ready to work with Vietnamese ministries, branches and localities to effectively implement the common perception of General Secretary and President of China Xi Jinping and General Secretary To Lam, as well as the instructions and proposals of Prime Minister Pham Minh Chinh.
In particular, the focus will be on increasing delegation exchanges at all levels, promoting the effective role of existing cooperation mechanisms, especially the meeting mechanism between the secretaries of the five provinces, deepening economic and trade cooperation, making good use of railway projects connecting the two countries, and strengthening the connection of railway and road infrastructure.
Along with that is strengthening cooperation with Vietnam in the fields of Yunnan's strengths in green energy, highland agriculture, and tourism. Promoting economic cooperation, trade, border gate economy, and cooperation in developing advanced manufacturing industries.
Close cooperation in areas such as personnel training, poverty reduction, environmental protection, sustainable development; promote cooperation in the fields of health, culture, education, contributing to strengthening the comprehensive strategic cooperative partnership between China and Vietnam .
