Vietnam and Cambodia hold 7th Defense Policy Dialogue

NDO – On the afternoon of August 7, at the headquarters of the Cambodian Ministry of National Defense in the capital Phnom Penh, the 7th Vietnam-Cambodia Defense Policy Dialogue took place. Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense, and Senior Lieutenant General Chay Saing Yun, Permanent Secretary of State of the Cambodian Ministry of National Defense, co-chaired the Dialogue.

Here, General Chay Saing Yun expressed his deep condolences to Vietnam on the passing of General Secretary Nguyen Phu Trong, believing that Vietnam will soon overcome this great loss to continue the cause of national development.

Senior Lieutenant General Hoang Xuan Chien respectfully thanked the Cambodian People's Party, Government, People and Royal Cambodian Army for sharing the great loss of the Vietnamese people; and expressed his emotion at the Cambodian people's affection for Vietnam in general and General Secretary Nguyen Phu Trong in particular.

Senior Lieutenant General Hoang Xuan Chien affirmed that Vietnam and Cambodia are two countries with a relationship of “good neighbors, traditional friendship, comprehensive cooperation, and long-term sustainability”. The armies and people of the two countries have stood shoulder to shoulder in the struggle against colonial and imperialist invaders, overthrowing the Pol Pot genocidal regime, bringing independence, freedom, and happiness to the people of each country. Vietnam always attaches importance to and gives top priority to continuously strengthening and developing relations with Cambodia.

General Chay Saing Yun emphasized that this Dialogue is an important demonstration, reflecting the close relationship between the two countries' armies and in line with the situation in the region and the world; continuing to promote and make an even more important contribution to strengthening the traditional friendship and comprehensive cooperation between Cambodia and Vietnam.

At the Dialogue, the two sides discussed the world and regional situation and issues of mutual concern; agreed that the political and security environment of the world and some regions has been undergoing extremely rapid, complex and unpredictable changes. The two sides affirmed that ASEAN-led mechanisms continue to play a central role in the region, promoting dialogue and cooperation between countries within the bloc as well as external partners for regional peace and stability.

Regarding maritime issues, Senior Lieutenant General Hoang Xuan Chien emphasized that Vietnam advocates maintaining peace, stability, ensuring security, safety, freedom of navigation and aviation in the East Sea; resolving all disputes by peaceful means, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS); effectively and fully implementing the Declaration on the Conduct of Parties in the East Sea (DOC), and building a substantive, effective Code of Conduct in the East Sea (COC) in accordance with international law.

Regarding bilateral defense cooperation, the two Heads of Delegation emphasized that since the 6th Dialogue (April 2023), Vietnam-Cambodia defense cooperation has been implemented extensively, substantially and effectively by both sides; including many activities that have created a high spread of the good friendship between the Governments, Armies and peoples of the two countries.

Notable among these are the exchange of delegations and contacts at all levels; training of human resources; effective maintenance of dialogue mechanisms, especially the Defense Policy Dialogue mechanism; exchange of information and situations; close coordination in managing, protecting and maintaining the stability of the border and border markers; exchange and propaganda of relations between the two countries and the two armies; multilateral cooperation; effective coordination and support in searching for, collecting and repatriating the remains of Vietnamese volunteer soldiers and experts who died in Cambodia during the war.

In the coming time, on the basis of implementing the common perception between the two countries' senior leaders, the two sides will continue to strengthen cooperation and effectively implement the following cooperation focuses: exchanging delegations at all levels, focusing on high-level delegations; cooperating in border protection, navy, and coast guard with practical and effective mechanisms and activities; and training human resources.

Continue to effectively maintain consultation and dialogue mechanisms; promote the effectiveness of exchange and cooperation mechanisms; exchange of young officers; coordinate propaganda and education for generations of soldiers of each country, especially the young generation, about the history, significance and importance of the friendly relationship between the people and the armies of the two countries; continue to support each other at multilateral forums, especially the ASEAN-led mechanism; continue to coordinate and effectively support the search, collection and repatriation of the remains of Vietnamese volunteer soldiers and experts who died in Cambodia...

Senior Lieutenant General Hoang Xuan Chien respectfully invited leaders of the Cambodian Ministry of Defense and prestigious enterprises to attend the 2nd Vietnam International Defense Exhibition.

At the end of the Dialogue, the two Heads of Delegation signed the Minutes of the 7th Vietnam-Cambodia Defense Policy Dialogue.
