The two sides pledged to promote the implementation of agreed cooperation mechanisms; military cooperation; training; promote defense industry cooperation; cyber security cooperation; military medicine; and search and rescue.

On the afternoon of August 1, the 14th Vietnam-India Defense Policy Dialogue took place in the Indian capital of New Delhi under the co-chair of Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, Deputy Minister of National Defense, and Indian Deputy Minister of Defense Giridhar Aramane.
On this occasion, the two Deputy Ministers signed a Letter of Intent on defense training cooperation.
According to a VNA correspondent in New Delhi, opening the dialogue, Deputy Minister Giridhar Aramane expressed his deep and sincere condolences to Vietnam over the passing of General Secretary Nguyen Phu Trong, saying that this was a great loss and believing that Vietnam would soon overcome it to continue the country's development.
Deputy Minister Giridhar Aramane said that this dialogue is an opportunity for the two sides to discuss future cooperation contents, contributing to further developing bilateral defense cooperation, an important and strategic pillar of the Vietnam-India Comprehensive Strategic Partnership, for the benefit of the people of each country, for peace and stability in the region and the world.
In response, Senior Lieutenant General Hoang Xuan Chien respectfully thanked the Government, Ministry of Defense and people of India for sending condolences to Vietnam.
The General affirmed that Vietnam and India have a long-standing, traditional friendship. In particular, since the two countries upgraded their relationship to Comprehensive Strategic Partnership in 2016, bilateral cooperation has become increasingly substantive and effective in all areas, including defense and security.
Besides, Senior Lieutenant General Hoang Xuan Chien emphasized that the State visit of Vietnamese Prime Minister Pham Minh Chinh to India this time (from July 30 to August 1) demonstrated the importance and desire to further deepen the trust and Comprehensive Strategic Partnership, in accordance with the interests and aspirations of the people of the two countries.

Senior Lieutenant General Hoang Xuan Chien also appreciated India's support and cooperation in training and improving the quality of human resources for the Vietnam People's Army; and appreciated the effectiveness of preferential credit packages, gift packages and non-refundable aid from the Government and Ministry of Defense of India in helping to improve the capacity of Vietnam's Army units.
At the dialogue, the two sides highly appreciated the results of defense cooperation achieved since the 13th Dialogue, and emphasized that over the past time, on the basis of the good relationship between the two countries, Vietnam-India defense cooperation has been continuously consolidated and enhanced with high trust and achieved substantial results, especially in the fields of: exchanging delegations and contacts at all levels; signing cooperation documents; effectively maintaining mechanisms for consultation, dialogue, and exchange of young officers; training human resources; cooperation between military services; defense industry; United Nations peacekeeping...
The two sides agreed to closely coordinate and support each other at multilateral forums and mechanisms, especially cooperation mechanisms led by the Association of Southeast Asian Nations (ASEAN), and support events hosted by each country. The Vietnamese Ministry of National Defense always supports India in strengthening defense cooperation with ASEAN countries, including organizing the ASEAN-India Informal Defense Ministers' Meeting and supporting India to co-chair the ASEAN Defense Ministers' Meeting Plus (ADMM+) Experts' Group on Counter-Terrorism with Malaysia for the 2024-2027 period.
Also at the dialogue, the two sides discussed the world and regional situation and issues of mutual concern.
Regarding maritime issues, Senior Lieutenant General Hoang Xuan Chien emphasized that maintaining peace and stability in the East Sea is the interest and concern of the region and the world.
Vietnam's consistent stance is to resolutely and persistently protect its sovereignty, sovereign rights and legitimate interests at sea in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
In the coming time, the two sides pledged to continue to strengthen cooperation and effectively implement a number of key areas: exchange of delegations and contacts at all levels, especially high-level; promote the implementation of agreed cooperation mechanisms; cooperation between military branches; training; promote defense industry cooperation; promote the implementation of credit packages and non-refundable aid packages; strengthen coordination in multilateral forums, especially frameworks led by ASEAN, support and participate in multilateral activities organized by each side; research, enhance cooperation and exchange between research institutions; promote the implementation of cooperation in cyber security; military medicine; search and rescue...
Senior Lieutenant General Hoang Xuan Chien respectfully invited and hoped that the leaders of the Indian Ministry of Defense and prestigious enterprises would attend the 2nd Vietnam International Defense Exhibition in December 2024. Deputy Minister Giridhar Aramane affirmed that India will send a delegation to attend the Exhibition's activities.
At the end of the dialogue, Deputy Minister Hoang Xuan Chien and his counterpart Giridhar Aramane signed a Letter of Intent on training cooperation./.
