On the afternoon of September 5, at the National Assembly House, National Assembly Chairman Vuong Dinh Hue chaired the official welcoming ceremony and held talks with Japanese Senate President Otsuji Hidehisa, who is on an official visit to Vietnam.
The visit of the President of the Japanese House of Councillors is of great significance, taking place on the occasion of the 50th anniversary of the establishment of diplomatic relations between the two countries. The President of the House of Councillors is the head of Japan's legislative body, visiting Vietnam for the first time after more than 3 years of interruption due to the Covid-19 pandemic. Accompanying him are senators and representatives of major Japanese political parties.
Mr. Otsuji Hidehisa shared that he has visited Vietnam many times and has special feelings for Vietnam, but this is his first overseas trip as President of the Japanese House of Councilors. He said he will do his best to promote the Japan-Vietnam relationship as well as the relationship between the National Assembly/Parliament of the two countries.
Appreciating the good sentiments of the President of the Japanese House of Councilors, National Assembly Chairman Vuong Dinh Hue stated that Vietnam always considers Japan a reliable, important and long-term strategic partner. The two countries share many common strategic interests. The Vietnamese National Assembly supports the strengthening of bilateral relations.
In terms of politics and diplomacy, the two countries’ senior leaders have maintained contacts and visited each other. Since the establishment of the “Extensive Strategic Partnership for Peace and Prosperity in Asia”, the two countries’ cooperation has developed well with high political trust, which is the basis for comprehensive and extensive cooperation to achieve many achievements. Looking to the future, Vietnam supports the upgrading of the two countries’ relationship to a new level.
National Assembly Chairman Vuong Dinh Hue and Senate Chairman Otsuji Hidehisa highly appreciated the results of economic, trade and investment cooperation between the two countries.
Japan is an important economic partner of Vietnam, the 4th largest trade partner, the 3rd largest investor, the 2nd largest labor partner and the 3rd largest tourism partner of Vietnam.
The two Presidents and delegation members had an open and frank exchange about the potential and opportunities for cooperation between the two countries, agreeing on the need to strengthen the strategic connection between the two economies.
Recognizing that Vietnam is a country with a young, dynamic population and an economy that has been and continues to develop strongly, Japanese senators said that the two countries have great potential to strengthen cooperation and believe in a bright future for the two countries in the next 50 years.

The National Assembly Chairman highly appreciated and thanked the Japanese Senate and Chairman Otsuji Hidehisa personally for always supporting Japan's ODA support to Vietnam over the past 30 years. As the largest ODA provider to Vietnam, Japan has made important contributions to Vietnam's socio-economic development, hunger eradication and poverty reduction.
The National Assembly Chairman also proposed that Japan continue to promote support for training high-quality human resources in science and technology, management and services; support training and fostering of managers at all levels, especially strategic-level officials; and continue to maintain non-refundable aid in the fields of education and training.
The National Assembly and the Government of Vietnam will create favorable conditions for Japanese citizens and businesses in Vietnam.
The senators said that Japan is diversifying its supply chain, with Vietnam being one of the top priority countries. Japan is willing to share its economic development experience with Vietnam.

The two sides agreed to prepare to soon sign a cooperation agreement between the Vietnamese National Assembly and the Japanese House of Councilors, as a basis for the two countries' legislative bodies to further strengthen exchanges and experience sharing.
