There have been 5 memorandums of understanding signed between the Ministry of Information and Communications of Vietnam and relevant ministries and sectors of China on telecommunications, Internet, IT, digital transformation, digital economy, digital media, etc.
During the visit of General Secretary and President of China Xi Jinping to Vietnam, 36 cooperation agreements in many fields were signed between ministries, sectors and localities of the two countries. Of these, 5 cooperation documents were signed between the Ministry of Information and Communications of Vietnam and relevant Chinese ministries and sectors.

Cooperation in telecommunications, Internet, IT, digital transformation The Vietnamese Ministry of Information and Communications has signed a memorandum of understanding on cooperation in the field of information and communications technology and digital transformation with the Chinese Ministry of Industry and Information Technology. Accordingly, the two units will share information on policies on telecommunications management, Internet, radio frequencies, information security, information and communications technology industry, digital transformation, digital economy, and emerging digital technologies. The Vietnamese Ministry of Information and Communications and the Chinese Ministry of Industry and Information Technology will cooperate in research and development, digital skills training, and digital human resource development. The two sides will also exchange delegations and experts, coordinate joint projects, co-organize exhibitions, training courses, forums, conferences, seminars, and hold meetings on border frequency coordination and satellite frequency coordination, and coordinate to resolve radio frequency interference. In addition, the two Ministries will also act as focal points in supporting businesses of the two countries to cooperate in business. Cooperation on digital economy and digital data The Vietnamese Ministry of Information and Communications has signed a memorandum of understanding on investment cooperation in the digital economy with the Chinese Ministry of Commerce. The content and scope of cooperation include strengthening the construction of key economic infrastructure, encouraging businesses to actively participate in the digitalization process, networking and intelligent upgrading of communication infrastructure as well as building and improving communication network infrastructure. Vietnam and China will also strengthen cooperation on new business forms and models, encouraging businesses to integrate intelligent interactive technology to strongly develop new business forms. The Vietnamese Ministry of Information and Communications and the Chinese Ministry of Commerce will exchange strategies, policies, regulations, rules, standards, and measurements of the digital economy, strengthen cooperation on digital skills training, digital transformation and digital technology innovation. The Vietnamese Ministry of Information and Communications has also signed a memorandum of understanding on enhancing cooperation in the digital economy and digital data with the National Data Administration of China. Accordingly, the Vietnamese Ministry of Information and Communications and the National Data Administration of China will share information on the policies, rules, systems, technologies and standards of the digital economy of both sides. The two units will cooperate in industrial digital transformation, developing digital technology, digital industry and information and communication technology, jointly train and improve capacity, support businesses of the two countries to cooperate in business and establish a Vietnam - China Joint Working Group on cooperation in the digital economy and digital data. Cooperation in digital communications The Vietnamese Ministry of Information and Communications has signed a memorandum of understanding on cooperation in the field of digital communications with the National Radio and Television Administration of China. According to this memorandum, the Ministry of Information and Communications of Vietnam and the State Broadcasting and Television Administration of China will share information and experience in building policies and legal frameworks on digital media, platforms and social networks, codes of conduct, standards and ethics for online behavior; Specialized management agencies of Vietnam and China will cooperate in managing online audio-visual programs and platforms; protecting online copyright, combating fake news, disinformation and hostile news. The Ministry of Information and Communications of Vietnam and the State Broadcasting and Television Administration of China will co-organize working sessions, conferences, seminars, international and regional multilateral issues related to digital media, disinformation and fake news, and capacity building training. The two ministries agreed to jointly support businesses of the two countries to cooperate in business, establish specialized groups and joint response teams to handle online incidents, disinformation or fake news. Cooperation on media development The Ministry of Information and Communications of Vietnam has signed a memorandum of understanding on media cooperation with the Information Office of the State Council of the People's Republic of China. The content and scope of cooperation include sharing information and experience in formulating policies, regulations and plans for media development in each country, exchanging and cooperating in reporting on economic, cultural, social and other events in the mass media. The two agencies will cooperate and exchange information related to the application of new media, conduct delegation exchanges at all levels, cooperate in human resource development and actively participate in regional activities, international organizations in the field of press and media information of which Vietnam and China are members.Vietnamnet.vn
