In his opening speech, Prime Minister Pham Minh Chinh emphasized that digital transformation is an inevitable trend, an objective requirement and a strategic choice, a top priority for the country's rapid and sustainable development. The Prime Minister pointed out a number of emerging trends that affect every country and every economy, such as digital transformation, green transformation, climate change response, connectivity between economies, especially infrastructure connectivity, transport connectivity, digital connectivity; harmonious, sustainable, inclusive development, leaving no one behind. Vietnam has gone in the right direction by focusing on promoting digital transformation, infrastructure development and green transformation, bringing clear benefits to the country and its people. The Prime Minister said that the Government's Decision to designate October 10 every year as National Digital Transformation Day aims to raise awareness and accelerate the implementation of digital transformation tasks. In 2024, the theme of national digital transformation is digital economic development with four pillars: information technology industry, digitalization of economic sectors, digital governance and digital data. The Prime Minister affirmed that the three breakthroughs in digital transformation are digital institutions, digital infrastructure and digital people, and at the same time required the active participation of leaders at all levels and sectors to realize this goal.

At the event, delegates watched a video clip titled "Imprints of Community Digital Technology Teams in the journey of national digital transformation". The Community Digital Technology Team (TCNSCĐ) was inspired by the Community Covid Team, thereby forming a nationwide network, providing practical and effective support for the overall digital transformation of the country; an extension of the Steering Committee for Digital Transformation from the provincial to the grassroots level. Currently, there are about 95,000 CNSCĐ Teams with 450,000 members. The CNSCĐ Teams are national in nature, typical of Vietnam. The clip introduces the imprints, roles, and effectiveness of CNSCĐ Teams in regions across the country in popularizing digital technology and digital skills to every citizen. This is considered the most effective way to change the perception of national digital transformation of each citizen.

Also at the event, outstanding members of the Community Digital Technology Team from 63 provinces and cities across the country shared typical stories about applying digital technology to life and work. Mr. Sinh Di Gai, head of Lo Lo Chai village, Lung Cu commune, Dong Van district, Ha Giang province, guided local people to effectively apply digital technology to develop smart tourism. Homestay businesses have applied digital platforms such as Agoda, Booking and Facebook to promote and manage services, attracting more than 53,000 tourists. He also coordinated with the commune police to deploy the VNeID electronic identification application for households, contributing to replacing traditional documents.

The highlight of this year's National Digital Transformation Day celebration program was the discussion section, where Permanent Deputy Prime Minister Nguyen Hoa Binh, Minister Nguyen Manh Hung and leaders of ministries and branches answered many questions from members of the CNSCĐ Team across the country about the strategy for developing the digital economy and digital society; digital infrastructure, especially in remote areas; simplifying procedures and operations when performing online public services; solutions to combat online fraud; and specific policies for vulnerable groups, helping them easily access and use digital services.
Responding to a question about the Government's mission in digital transformation, the Deputy Prime Minister said that the Government plays a creative and supportive role to strongly promote digital transformation, planning a national digital transformation strategy with the requirement to catch up, move forward and surpass, in which "moving forward and surpassing in terms of thinking must be at the forefront".

The government also needs to perfect the legal basis for operating a digital society, pay attention to investing in digital infrastructure such as electricity, waves and data, and focus on training high-quality human resources.
Regarding the question of specific policies for the poor, the disabled, and the elderly who have difficulty accessing or using technology and online public services, Deputy Prime Minister Nguyen Hoa Binh said that digital transformation has the advantage of eliminating gaps, such as the gap in access to public services between people in remote areas and people in cities.
For vulnerable groups, the consistent viewpoint of the Party and State is to leave no one behind, both in real life and digital life.
The Deputy Prime Minister pointed out a number of solutions, first of all, it is necessary to put public services on digital platforms, the more the better, this is the responsibility of ministries, branches and localities. Along with that, it is necessary to invest in electricity and radio infrastructure, ensuring access to digital services for people in remote, isolated and disadvantaged areas. For example, in some places, we invest in bringing electricity to only ten houses, the economic efficiency is not high, but this is something that must be done for social policy.

Responding to the question about the lack of electricity in many remote areas, causing difficulties in deploying digital technology as well as solutions to overcome this, Minister Nguyen Manh Hung said that to carry out digital transformation for the entire population, three factors need to be ensured: each person must have a smartphone, each household must be connected to fiber optic cable and mobile waves must cover 100% of the population.
From October 15, network operators will officially turn off 2G waves and are currently implementing a program to support the purchase of smartphones at a 50% discount to support people. After October 15, the majority of mobile phones in Vietnam will be smartphones. Currently, 85% of households have been connected to fiber optic cables, compared to the world average of 51.5% and 70% in Europe. The Ministry of Information and Communications is directing the acceleration of the progress of fiber optic Internet coverage to all households.
Regarding mobile waves, Vietnam has covered 4G to 99.8% of the population, equivalent to 99.4% in developed countries. In the past two years, the Ministry has coordinated with network operators to cover 2,500 hamlets with low signal coverage, and there are still more than 700 hamlets without signal. This year and early next year, the Ministry will continue to cover about 600 hamlets. For about 130 hamlets without electricity, the Ministry has sent a document requesting the Vietnam Electricity Group (EVN) to urgently resolve the issue. In addition, the Ministry is also cooperating with network operators to use low-altitude telecommunications satellites to cover remote areas, coastal areas and areas that cannot be covered by terrestrial mobile waves.

Responding to a question about the application of artificial intelligence (AI) to support people in using online public services, Minister Nguyen Manh Hung said that AI applications in the world today are very diverse, but the most popular is virtual assistants (TLA). TLA plays an important role in guiding people in using public services. This is also the development direction that the Ministry of Information and Communications is implementing. The Ministry is drafting a content requiring all public services at all levels from central to local to have TLA to guide people in using them. At the same time, the Ministry is also developing a virtual assistant platform that allows public service portals to share. In addition, the Ministry is also directing large technology enterprises in Vietnam to develop TLAs to support officials and civil servants in their daily work, provide judicial support to people, and develop specialized virtual assistants.
Vietnam advances strongly in international digital transformation rankings
In his concluding remarks, Prime Minister Pham Minh Chinh stated that the program to celebrate the National Digital Transformation Day 2024 was connected online to 63 local points. This is the third consecutive year that we have organized this important event, demonstrating the determination of the Party, State, political system, business community and people nationwide to join hands in national digital transformation, developing the digital economy, digital society and digital citizens.
Digital transformation is an objective requirement and a strategic choice for Vietnam, helping to promote new growth drivers, restructure the economy and transform the growth model towards greening and digitalization.
The Prime Minister highly appreciated the achievements that Vietnam has made in the digital transformation process, especially the strong progress in the international digital transformation rankings. Specifically, Vietnam's e-Government Development Index increased by 15 places, ranking 71/193 countries, the Global Innovation Index increased by 2 places, ranking 44/133, and the Global Cybersecurity Index increased by 8 places, ranking 17/194 countries.
Regarding the information technology industry, there has been development, positive spillover effects to many industries and fields, with more than 51,000 digital technology enterprises, creating 1.5 million jobs. Revenue from the digital technology industry in the first 9 months of 2024 is estimated at 118 billion USD, up 17.8% over the same period. Many new investment projects, production expansion, and assembly with a value of billions of USD by Samsung, Qualcomm, Infineon, Amkor, etc.
E-commerce continues to develop rapidly, ranking among the top 10 countries with the fastest e-commerce growth in the world (revenue in 2023 reached 20.5 billion USD, up 23%; expected to reach 27.7-28 billion USD in 2024, up 36% - the highest in the past 10 years).
The Prime Minister emphasized the importance of bringing 5G to commercial use in major cities as soon as possible. Along with that, upgrading and developing the Internet of Things infrastructure to enhance connectivity, automatic and intelligent data collection and sharing capabilities, serving the development of industries, fields, and smart cities.
The Prime Minister clearly stated the viewpoint on digital economic development as: Upgrade the digital economy with stronger, more comprehensive and inclusive breakthroughs and reforms so that Vietnam can catch up, progress and rise in all fields.
With the efforts, determination, initiative and creativity of the entire political system, business community and people in recent times and the outstanding activities at the event "Welcoming National Digital Transformation Day 2024", the Prime Minister believes that the national digital transformation will change quickly, sustainably and comprehensively, inclusively, substantially and effectively, contributing significantly to promoting socio-economic development, creating a prosperous and happy life for the people, building a strong and prosperous country in the new era, the era of the country's rise./.
