During his official visit to Qatar, on the morning of October 31 local time, in the capital city of Doha, Prime Minister Pham Minh Chinh met with the Emir of Qatar Sheikh Tamim bin Hamad Al Thani.
Prime Minister Pham Minh Chinh expressed his joy and emotion at meeting the Emir of Qatar again after a year with many advances in bilateral relations; he expressed his impression of the Emir’s statement “Vietnam-Qatar relations are limitless,” demonstrating the Emir’s concern and affection for Vietnam as well as the relationship between the two countries.
Prime Minister Pham Minh Chinh congratulated Qatar on its outstanding successes under the wise and intelligent leadership of the King, helping Qatar develop rapidly and sustainably, with a modern economy, solid national defense and security, and an increasingly important role in the international arena.
The Emir of Qatar expressed his great pleasure at meeting Prime Minister Pham Minh Chinh again; shared that the Arab people and nations in general and Qatar in particular have deep affection for Vietnam, admire Vietnam's glorious historical traditions in the past and Vietnam's great development achievements today, especially in infrastructure, agriculture and technology.
The Emir of Qatar said that in addition to traditional areas of cooperation, the two sides need to strengthen and expand cooperation in new areas, especially science and technology, innovation, energy, etc. and Qatar is ready to increase investment in Vietnam in the coming time.
Affirming that there are no limits in relations with Vietnam, the Emir of Qatar said that Qatar is always open to cooperation activities with Vietnam, suggesting that both sides seek common areas of cooperation; saying that after the talks between Prime Minister Pham Minh Chinh and the Qatari Prime Minister, the two countries will sign many important documents, creating a foundation to deepen bilateral relations.
However, the bilateral relationship does not stop at these documents, but both sides need to promote new, focused and key cooperation opportunities, especially in the fields of national strategic investment and large infrastructure construction projects.
The King of Qatar supports and hopes that more Vietnamese companies will invest in Qatar, and agrees to create favorable conditions for the Vietnamese community to live and work stably in Qatar.
Prime Minister Pham Minh Chinh expressed his gratitude for the Qatari Emir's deep affection for Vietnam and agreed with the Emir that although the two countries have good political relations, economic cooperation is not commensurate with the potential and strengths of each country.
Prime Minister Pham Minh Chinh asked the Emir of Qatar to continue to pay attention to and support the promotion of Vietnam-Qatar relations, realize the determination and commitments of the leaders of both sides, including considering early negotiations and signing of important documents, creating a solid legal framework for bilateral cooperation such as: Free Trade Agreement or Comprehensive Economic Partnership Agreement, Agreement on Ensuring Food Security, Energy Security between the two countries; promote the Qatar Investment Fund to invest in strategic infrastructure, healthcare infrastructure, and education infrastructure.
Prime Minister Pham Minh Chinh affirmed that with a large population of over 100 million, Vietnam can supplement resources for Qatar by increasing the number of high-quality workers to work in Qatar; thanked and requested Qatar to continue providing Arabic language scholarships for Vietnamese students; encouraged the two sides to expand cooperation in the fields of digital transformation, green transformation, circular economy, etc.
The two sides agreed to soon upgrade relations to a new height, meeting the aspirations and interests of the people of the two countries; enhance coordination and consultation on regional and international issues, for peace, stability, cooperation and development in the region and the world.
Prime Minister Pham Minh Chinh highly appreciated the role of Qatar and the efforts of the Emir in seeking measures to unite and mediate in the current complicated issues; affirmed that Vietnam supports the just struggle of the Palestinian people, supports the two-state solution, and is ready to coordinate with Qatar in ensuring stability and peace in the region.
The two leaders welcomed the promotion of people-to-people exchanges, cultural connections, negotiations and signing of visa exemption agreements for ordinary passport holders, and the facilitation of travel for citizens of the two countries; and agreed to assign ministries and sectors to immediately implement commitments and agreements made during the visit.
Prime Minister Pham Minh Chinh conveyed greetings, congratulations and invitations from General Secretary To Lam, President Luong Cuong, and National Assembly Chairman Tran Thanh Man to the Emir of Qatar to visit Vietnam in 2025.
The King of Qatar happily accepted the invitation and affirmed that he looked forward to his upcoming visit to Vietnam.
