The Government Office has just issued Notice No. 157/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh - Head of the Steering Committee at the first meeting of the Steering Committee for important national railway projects and works.

Restructuring Vietnam Railway Corporation

The announcement stated that the scale of investment in the railway system in the coming time is very large, including high-speed railway on the North-South axis; Lao Cai - Hanoi - Hai Phong railway, urban railways in Hanoi, Ho Chi Minh City... This is an opportunity for us to master technology and develop railway industrial production.

The goal by 2030-2045 is to develop the railway industry (mastering the production of carriages, locomotives and the ecosystem related to the railway industry, etc.). To achieve this goal, the Prime Minister emphasized the need to innovate thinking, overcome personal limits, and promote the spirit of self-reliance and self-improvement.

Regarding the proposal and recommendation of Vietnam Railways Corporation: In principle, the Prime Minister agrees with the proposal of Vietnam Railways Corporation on increasing the charter capital of Vietnam Railways Corporation; assigns Deputy Prime Minister Ho Duc Phoc to direct the Ministry of Finance to guide Vietnam Railways Corporation to follow the procedures and legal regulations to submit to competent authorities for consideration and decision.

Vietnam Railway Corporation proactively presides over and coordinates with capable partners to prepare the Railway Industrial Complex Project Document to serve railway projects according to procedures and regulations to submit to competent authorities for consideration and decision.

Regarding site clearance: Based on the preliminary dossier of site clearance scope in the Pre-Feasibility Study Report of Lao Cai - Hanoi - Hai Phong Project and the North - South high-speed railway project, the localities where the project passes through, Vietnam Electricity Group urgently prepares detailed plans, proactively allocates local budget capital to carry out compensation, support and resettlement work to serve site clearance of the Projects; localities effectively exploit land funds in the vicinity of railway stations.

The Prime Minister requested localities and Vietnam Electricity Group to report monthly progress of site clearance to the Steering Committee through the Standing Body of the Steering Committee.

Lao Cai - Hanoi - Hai Phong railway starts construction in December

The Prime Minister also gave instructions on a number of specific projects. Regarding the Lao Cai - Hanoi - Hai Phong railway, the Ministry of Finance was assigned to submit to the Prime Minister the establishment of a State Appraisal Council in April 2025 to conduct appraisal, meeting the construction schedule of December 2025.

The Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to direct the Ministry of Finance and the Ministry of Foreign Affairs to draft and send a letter from the Deputy Prime Minister requesting the Deputy Prime Minister of the State Council of China in charge of the field to support China's preferential loans for this project.

Regarding the high-speed railway project on the North-South axis, the Ministry of Construction is responsible for submitting to the Government additional mechanisms for bidding for the project in April 2025; focusing on completing procedures to strive to start the project by the end of 2026; and researching and submitting to competent authorities on policy mechanisms to accelerate project implementation progress.

Regarding urban railway projects, the Prime Minister requested the People's Committees of Hanoi and Ho Chi Minh City to urgently implement Resolution No. 188 of the National Assembly: Develop detailed plans, work progress to implement policy mechanisms and issue separate plans for each city under the local authority; to be completed in May 2025.

The Prime Minister also asked the two cities to review the implementation plans of the routes and clearly identify capital mobilization plans for each project. At the same time, they must be responsible for developing the national railway industry and promptly report on the implementation status.

The Ministry of Finance is assigned to complete procedures and report to the Prime Minister for consideration and approval of the project proposal for line 3, Hanoi station - Yen So (Hoang Mai) section, as requested by the Hanoi People's Committee.

The Ministry of Finance will soon give its opinion on stopping the use of ODA capital and foreign preferential loans for the Ho Chi Minh City urban railway project, Line 2, Ben Thanh - Tham Luong section, and adjusting the capital source for the project.

The Prime Minister requested the Ministry of Construction (the standing agency of the Steering Committee) to preside over and coordinate with the Government Office to monitor, urge and guide localities, agencies and units to implement the above assigned tasks; promptly report to the Prime Minister and Deputy Prime Ministers for direction and to remove difficulties and obstacles. The Government Office coordinates with the Ministry of Construction to arrange a schedule for monthly Steering Committee meetings.
