On December 6th, the Supreme People's Procuratorate organized the 13th Conference of Chief Prosecutors of ASEAN and China, themed "Strengthening international cooperation in combating high-tech and transnational crimes." President Vo Van Thuong, Head of the Central Steering Committee for Judicial Reform, attended and delivered the opening speech.

President Vo Van Thuong stated that ASEAN and China have implemented numerous cooperation mechanisms, including annual summits and specialized cooperation conferences, particularly in the fields of justice and law. For many years, China has been ASEAN's largest trading partner. In 2020, ASEAN became China's largest trading partner for the first time. Following the signing of the Regional Comprehensive Economic Partnership (RCEP), China was one of the first countries to ratify the agreement. The President emphasized that Vietnam consistently pursues an independent, self-reliant, diversified, and multilateral foreign policy, acting as a friend, a reliable partner, and a responsible member of the international community for peace, stability, cooperation, and development worldwide. Vietnam considers relations with neighboring countries a top priority. According to the President, Vietnam has actively cooperated with member countries to jointly build the identity, values, vitality, and prestige of ASEAN, while contributing to deepening relations between ASEAN and its partners. China is a particularly important partner of Vietnam and ASEAN in all fields, including prosecution and public administration. For nearly 20 years, with 12 conferences held, the ASEAN-China Conference of Prosecutors General and Public Prosecutors General has proven its positive value, serving as an important forum for heads of prosecutors' and public administrations in the region to meet, exchange ideas, enhance mutual understanding, improve cooperation, and jointly address challenges in combating crime, especially transnational and high-tech crime. According to the President, the world is witnessing rapid changes with intertwined opportunities and challenges. The rapid development of science and technology brings immense benefits to humanity, but it also creates an environment for the emergence of new types of crime, such as: exploiting information technology, fraud, misappropriation of assets through cyberspace, theft of personal information, spreading malware, and attacking the computer networks of governments and businesses... "Countries have coordinated to combat crime in general, but now, to effectively combat this type of crime, there is no other way than to strengthen international cooperation, share information, and unify actions between judicial and law enforcement agencies of countries in the region and around the world," the President emphasized. The President highly appreciated the conference's choice of the theme "Strengthening international cooperation in combating high-tech crime and transnational crime." The President expressed confidence that, with a sense of responsibility towards the safety and well-being of the people and the development of each nation, the conference would find effective solutions and unify actions between ASEAN countries and China in the fight against transnational crime, especially high-tech crime; contributing to fostering solidarity, friendship, and mutual understanding between ASEAN countries and China, for peace, stability, and prosperity in the region. At the conference, the heads of delegations from the Procuratorates and Public Prosecutor's Offices of ASEAN countries and China presented papers highlighting the challenges posed by high-tech crime and transnational crime to the security and safety of each country and the region; sharing successes, best practices, and difficulties faced by countries in combating transnational crime, especially high-tech crime; and proposing cooperative measures to promote the effectiveness of the fight against high-tech crime and transnational crime.
