The President emphasized that Vietnam consistently pursues a foreign policy of independence, self-reliance, diversification, multilateralization, and being a friend, reliable partner, and responsible member of the international community for peace, stability, cooperation, and development in the world.
On December 6, the Supreme People's Procuracy organized the 13th ASEAN-China Conference of Prosecutors General and Prosecutors General, with the theme "Strengthening international cooperation in the fight against high-tech crimes and transnational crimes". President Vo Van Thuong, Head of the Central Steering Committee for Judicial Reform, attended and delivered the opening speech at the conference.

President Vo Van Thuong said that ASEAN and China have implemented many cooperation mechanisms, including annual summits and specialized cooperation conferences, including in the fields of justice and law. For many years, China has been ASEAN's largest trade partner. In 2020, ASEAN became China's largest trade partner for the first time. After the Regional Comprehensive Economic Partnership (RCEP) was signed, China was one of the first countries to ratify the agreement. The President emphasized that Vietnam consistently pursues a foreign policy of independence, self-reliance, diversification, multilateralization, being a friend, a reliable partner, and a responsible member of the international community for peace, stability, cooperation, and development in the world. Vietnam identifies relations with neighboring countries as a top priority. According to the President, Vietnam has actively cooperated with member countries to build ASEAN's identity, values, vitality and prestige, while contributing to deepening relations between ASEAN and its partners. China is a particularly important partner of Vietnam and ASEAN in all fields, including prosecution. For nearly 20 years, with 12 conferences held, the ASEAN-China Conference of Prosecutors General has demonstrated its positive value, serving as an important forum for heads of prosecutors and prosecutors in the region to meet, exchange, enhance mutual understanding, improve cooperation efficiency and join hands to address challenges in the fight against crime, especially transnational and high-tech crimes. According to the President, the world is witnessing rapid changes with opportunities and challenges intertwined. The strong development of science and technology brings great benefits to people, but also creates an environment for the emergence of new types of crimes, such as: taking advantage of information technology, fraud, appropriation of assets through cyberspace, stealing personal information, spreading malware, attacking computer networks of the Government and enterprises... "Countries have coordinated together to fight against crime in general, now, to effectively fight against this type of crime, there is no other way than to strengthen international cooperation, share information, and unify actions between judicial and law enforcement agencies of countries in the region and around the world", the President emphasized. The President highly appreciated the conference's choice of the theme "strengthening international cooperation in the fight against high-tech crime and transnational crime". The President believes that, with a sense of responsibility for the safety and happiness of the people and the development of each country, the conference will find effective solutions and unified actions between ASEAN countries and China in the fight against transnational crimes, especially high-tech crimes; contributing to fostering solidarity, friendship and mutual understanding between ASEAN countries and China, for peace, stability and prosperity in the region. At the conference, heads of delegations from the Procuracy and the Public Prosecutor's Office of ASEAN countries and China presented papers pointing out the challenges of high-tech crimes and transnational crimes to the security and safety of each country and the region; sharing successes, good practices and difficulties of countries in the fight against transnational crimes, especially high-tech crimes; proposing cooperation measures to promote the effectiveness of the fight against high-tech crimes and transnational crimes.
