Vietnam-Mongolia agree to bring bilateral relations to new level

At the invitation of Mongolian President Ukhnaagiin Khurelsukh, General Secretary and President To Lam paid a state visit to Mongolia from September 30 to October 1.

Speaking at the talks, President Khurelsukh expressed his deep impression of the country and people of Vietnam through his visit to Vietnam in November 2023; congratulated the achievements that Vietnam has made in recent times, especially in the field of socio-economic development and improving people's lives.

The President affirmed that Mongolia attaches importance to its relationship with Vietnam and considers Vietnam one of its leading important partners in the region.

On this occasion, President Khurelsukh expressed his gratitude to the State and People of Vietnam for providing 500,000 USD in support of natural disasters in recent times. President Khurelsukh reiterated that the Intergovernmental Committee will meet in November 2024 in Hanoi and will discuss measures to implement the Vietnam-Mongolia Joint Statement on establishing a comprehensive partnership.

General Secretary and President To Lam thanked President Khurelsukh, the State and people of Mongolia for their warm, respectful and thoughtful reception for the high-ranking Vietnamese delegation; wished the State and people of Mongolia success in implementing the “New Recovery Policy” and the strategic goals of “Vision 2050”, thereby contributing to enhancing Mongolia’s international role and position.

The two leaders had in-depth discussions and reached important common understandings on major directions and specific measures to implement the discussions of high-ranking leaders, in which defense and security cooperation is a pillar, contributing to bringing the bilateral relationship to a level commensurate with the new framework of relations, in line with the actual situation of the region and the world.

At the same time, they agreed to increase exchanges, contacts, and delegations at high and all levels in diverse and flexible forms; effectively implement existing cooperation and dialogue mechanisms; further promote cooperation in diplomacy, defense, security, and justice; strengthen coordination in preventing transnational crimes and participating in United Nations peacekeeping activities; and continue to support the development of cavalry - a symbol of the two countries' relationship.

The two sides agreed to promote economic cooperation to develop substantially, effectively and in accordance with the needs of each side; maintain bilateral economic cooperation mechanisms, including the Intergovernmental Committee on Economic, Trade, Scientific and Technical Cooperation; strengthen trade promotion measures, connect businesses of the two countries, thereby contributing to increasing bilateral trade turnover between Vietnam and Mongolia.

The two leaders also agreed to support information, mechanisms and policies to promote the import and export of goods and services of each country to easily access each other's markets, especially the strengths of each country; agreed to support policies and encourage businesses of both sides to invest in areas of strength, economic and industrial zones.

Strengthening high-tech cooperation

The two countries’ senior leaders agreed to strengthen cooperation in research and development of high-tech science, digital technology, innovation, artificial intelligence technology, information and communication technology, climate change response, mineral exploitation, and animal husbandry; coordinate to find solutions to remove difficulties and challenges in logistics transportation; exchange experiences, and effectively implement signed cooperation agreements in the fields of road, rail, sea transport and aviation.

At the same time, the two sides agreed to continue promoting the establishment of mechanisms for exchanging experts, lecturers, students, and students of the two countries; enhancing the exchange of experiences on educational mechanisms and policies of both sides, applying digital technology in education; strengthening the implementation of exchange programs and promoting the culture and history of each country, promoting the exchange of cultural and artistic delegations, etc.

Also within the framework of the talks, the two leaders discussed the world and regional situation and highly appreciated Vietnam's flexible bamboo diplomacy; agreed to continue to strengthen close cooperation, regularly exchange on regional security and political issues, international situations of mutual concern; strengthen cooperation and support each other in regional and international frameworks and forums of which both sides are members such as the United Nations, ASEM, WTO, ASEAN Regional Forum (ARF)...

The two sides affirmed the importance of ensuring peace, security, safety and freedom of navigation and aviation in the East Sea, maintaining a peaceful, stable environment, legal order and resolving disputes at sea by peaceful means, ensuring the legitimate rights and interests of countries in accordance with international law, including the United Nations Convention on the Law of the Sea (UNCLOS 1982).

At the end of the talks, General Secretary and President To Lam and the President of Mongolia issued a Joint Statement between Vietnam and Mongolia on establishing a comprehensive partnership to guide the deep trust and cooperation between the two countries in all fields to become increasingly in-depth, substantive, effective and comprehensive.

On this occasion, senior leaders of the two countries also witnessed the signing ceremony of 7 cooperation documents between ministries, branches and localities of the two countries.
