Associate Professor, Dr. Vu Minh Khuong pointed out four points that the Vietnamese leadership, headed by General Secretary and President To Lam, continues to inherit the legacy of the late General Secretary Nguyen Phu Trong, which are to continue to implement the goals set out in the Resolution of the 13th National Party Congress that by the middle of the 21st century, Vietnam will become a socialist-oriented developed country; firmly maintain the stance, viewpoint and practice of "people are the root"; continue to promote the fight against corruption and negativity in the Party; emphasize that improving the efficiency of the state management apparatus and the Party is very important; pursue the policy of "bamboo diplomacy", persistently follow the foreign policy of independence, self-reliance, multilateralization, diversification, being a friend, a reliable partner, an active and responsible member in the international community. Referring to the five priorities in Vietnam's foreign policy in the coming time that General Secretary and President To Lam emphasized, Associate Professor, Dr. Vu Minh Khuong said that Vietnam's foreign policies in the past as well as in the coming time will help consolidate Vietnam's position in the international arena. According to him, Vietnam has very special points that the world must learn from, which is to be friends with all countries, turning so-called latent animosity into sincere mutual understanding to build the future. According to Dr. Vu Minh Khuong, with a very high sense of responsibility, General Secretary and President To Lam promotes the vision and thinking of the late General Secretary Nguyen Phu Trong in consolidating Vietnam's position, not only bringing benefits to Vietnam and the region but also to the whole world. Regarding the goal of the 13th National Party Congress Resolution, which is to strive for Vietnam to become a developing country with modern industry and high average income by 2030, Associate Professor, Dr. Vu Minh Khuong commented that despite difficult fluctuations, Vietnam has implemented it very drastically, especially in expanding and upgrading the highway system and infrastructure. He commented that Vietnam has implemented the construction of the highway system quite quickly compared to other countries, or the implementation of automatic toll collection and promoting digital transformation has also been quick and effective. According to this expert, there are 3 strategic driving forces of Vietnam in development that will be strongly implemented in the coming time, which are institutional reform, upgrading infrastructure and attracting talent. Regarding the article "Determination to build a strong Party, a rich, democratic, fair and civilized Vietnam" by General Secretary and President To Lam, Associate Professor, Dr. Vu Minh Khuong assessed that the article is very good and concise, mentioning the important issue of institutions and institutions as well as seizing the opportunities of the times. He said that it is also the inheritance of the thinking of the late General Secretary Nguyen Phu Trong. Dr. Vu Minh Khuong believes that the Communist Party of Vietnam is on a good path, with a very clear strategy to bring the country to prosperity in the next two decades.
