On the afternoon of March 25, in Hanoi, General To Lam, Politburo member and Minister of Public Security, received Professor Thomas J. Vallely, Senior Advisor of Harvard Kennedy School, USA.
At the meeting, Minister To Lam expressed his delight at the fact that, in recent times, the authorities of Vietnam and the United States have stepped up the promotion of meaningful cooperation activities, aiming to concretize and implement action contents on the basis of the two countries upgrading their relations to a Comprehensive Strategic Partnership. The authorities of both sides are actively promoting the contents of the Joint Statement and Action Plan with high expectations in areas such as semiconductors, digital transformation, artificial intelligence and new technologies.

Minister To Lam affirmed that the Vietnamese Ministry of Public Security is very interested in cooperation programs and professional exchanges with institutes and research centers of Harvard University. At the same time, Minister To Lam pointed out that cooperation between the Ministry of Public Security and US information technology enterprises can bring significant benefits in improving the capacity to prevent and combat threats in cyberspace, develop cybersecurity measures and improve the effectiveness of the fight against cybercrime in Vietnam. At the meeting, the two sides agreed to assess that in the past, the competent authorities of Vietnam and the United States have organized many dialogue sessions, focusing on many contents to promote cooperation on cybersecurity such as proposing training contents, improving capacity on cybersecurity, foreign languages as well as professional coordination between the competent authorities of the two sides; promote the signing of documents on cybersecurity between the Vietnamese Ministry of Public Security and the competent agencies of the US National Security Council as well as the US-ASEAN Business Council. In addition, the Ministry of Public Security has proactively contributed opinions and developed the United Nations Comprehensive International Convention against the Use of Information and Communications Technology for Criminal Purposes as well as the United Nations General Assembly Resolution on promoting "safe, secure and trustworthy" artificial intelligence (AI) systems proposed by the United States. Minister To Lam affirmed that, in order to address the challenges of training high-quality human resources as well as policy issues, building a legal corridor in the field of cybersecurity and new technology, the Vietnamese Ministry of Public Security is very interested in cooperation programs and professional exchanges with institutes and research centers of Harvard University.

"The cooperation activities between the Ministry of Public Security and Harvard University will be a concrete demonstration of the cooperative efforts between Vietnam and the United States in the context of the two countries upgrading their relationship to a Comprehensive Strategic Partnership," Minister To Lam emphasized. Professor Thomas J. Vallely sincerely thanked Minister To Lam for taking the time to meet and highly appreciated the good cooperation between US law enforcement agencies and the Vietnamese Ministry of Public Security; emphasizing that Vietnam has many opportunities to deploy and develop AI infrastructure. The Advisor expressed his pleasure to see that Vietnam and the United States have had good experience in cooperating to fight and prevent cybercrime, and wished that this cooperative relationship would develop further in the coming time.
