Vietnam - US promote cooperation in the field of Information and Communications

Overview of the working session

At the reception, Deputy Minister Phan Tam said that the United States is an IT powerhouse, and US businesses have been deeply involved in IT development activities in Vietnam. The Vietnamese Ministry of Information and Communications , the state management agency in this field, is always interested in improving the investment environment, creating favorable conditions for US technology businesses to expand their operations and contribute to the development of Vietnam's IT industry.

The Vietnamese Ministry of Information and Communications hopes that the United States will support the construction of an Open RAN Lab and Academy to enhance the research and development capacity of this technology in Vietnam. The Ministry of Information and Communications hopes to promote research and application of Open RAN not only in Vietnam but also to expand in the ASEAN region.

Responding to Deputy Minister Phan Tam, Mr. Arun Venkataraman said that the United States is ready to support and assist in the research and development of Open RAN in Vietnam and the ASEAN region.

Sharing about an area of ​​mutual interest, artificial intelligence (AI), Mr. Arun Venkataraman said that the National Institute of Standards and Technology under the US Department of Commerce is currently developing AI standards, principles, guidelines for responsible use of AI, and an AI risk management framework to guide policies for the development and use of AI in the public and private sectors. The US side wishes to establish an information exchange mechanism with the Vietnamese Ministry of Information and Communications to share experiences in exploiting the benefits of AI responsibly and effectively.

Deputy Minister Phan Tam shared that Vietnam's approach to AI development is to prioritize the development of specialized AI applications in narrow fields, meeting the specific needs of each organization and individual.

At the end of the working session, both sides agreed to further strengthen cooperation in the field of Information and Communications, especially in the context of the two countries having just upgraded their relationship to a Comprehensive Strategic Partnership.
