(PLVN) - On April 16, in Hanoi, a Policy Dialogue Forum was held with the theme "Encouraging investment, business, promoting innovative startups in the field of green transformation" - within the framework of the Summit of the Partnership Forum for Green Growth and the Global Goals 2030 (P4G 2025). The Forum was attended by more than 300 delegates who are leaders of ministries, branches, international organizations, businesses, investors, domestic and international experts.

Green transition is inevitable

The event, hosted by the Ministry of Science and Technology, aims to create an open dialogue forum between management agencies, the private sector and support organizations, together building a creative startup ecosystem to serve the goal of green transformation and sustainable development in Vietnam.

Speaking at the opening of the Forum, Mr. Hoang Minh - Deputy Minister of Science and Technology emphasized: “Green transformation is no longer an option but an inevitable requirement. To realize the Net Zero goal by 2050, Vietnam needs to continue promoting innovation, mobilizing investment resources, and creating a favorable environment for innovative startups to develop sustainably.”

Deputy Minister Hoang Minh said that the picture of Vietnam's creative startup ecosystem currently has more than 4,000 creative startups, including 2 "unicorns", 11 businesses valued at over 100 million USD, more than 1,400 startup support organizations, 202 co-working spaces; 208 investment funds; 35 business promotion organizations.

Of these, an estimated 200–300 are focused on green transformation, including areas such as renewable energy, environmental technology, sustainable agriculture and circular economy. This is equivalent to about 5–7% of the total number of startups today.

Today’s forum is an opportunity for policymakers, businesses and investors to discuss, identify challenges, find solutions and propose breakthrough initiatives to promote the green innovation startup ecosystem. We should not only talk about ideas, but also focus on specific actions, create real change, promote investment and develop sustainable business models effectively.

Within the framework of the program, delegates listened to many insightful presentations from leading experts and international organizations, including:

Dr. Pham Hong Quat - Director, Department of Startups and Technology Enterprises, Ministry of Science and Technology: "Opportunities and challenges for innovative startups in green transformation".

Assoc.Prof.Dr. Nguyen Dinh Tho - Deputy Director, Institute of Strategy and Policy on Agriculture and Environment, Ministry of Agriculture and Environment: "Policy to support green startups in Vietnam". Dr. Malle Fofana - Director of Asia region, Global Green Growth Institute (GGGI): "International experience in promoting green innovation startups"

In addition, the discussion session with the participation of Leaders and representatives of Leaders from P4G, State of Green, National Innovation Center, biomaterial startup Buyo Bioplastics and Touchstone investment fund brought about lively exchanges on the potential for multilateral cooperation, green finance mechanisms and how to balance economic - environmental - social growth in the creative startup ecosystem.

Promoting public-private partnership

Concluding the Forum, Mr. Pham Hong Quat - Director of the Department of Startups and Technology Enterprises, Ministry of Science and Technology emphasized: "The Forum has contributed to shaping policy priorities, promoting public-private cooperation, and creating new momentum for green startup initiatives in Vietnam during the comprehensive transition period towards net zero emissions".

Through in-depth presentations and lively discussions, we shared many valuable perspectives, from policies, incentive mechanisms, to practical models promoting green innovation. In particular, international experiences and cooperation initiatives have opened up more directions and cooperation opportunities for the creative startup ecosystem in Vietnam.

Mr. Pham Hong Quat affirmed: “As a unit directly advising and implementing activities to support innovative startups, we are committed to continuing to act as a bridge between stakeholders: state management agencies, businesses, investors, support organizations and international partners. We will strive to promote the formation of flexible, practical policies in line with the green and sustainable development trend. In the coming time, we look forward to continuing to receive the companionship, support and comments from delegates, experts and the startup community to work together to perfect Vietnam's innovative startup ecosystem - greener, stronger and more internationally influential”...
