At the meeting, Prime Minister Pham Minh Chinh was pleased to learn that President Umaro Sissoco Embalo had a very successful meeting with General Secretary and President To Lam and expressed his belief that the first visit to Vietnam by the President of Guinea-Bissau will create a breakthrough and open a new phase for the relationship between Vietnam and Guinea-Bissau in the coming time.
On this occasion, the Prime Minister respectfully thanked Guinea-Bissau for sending a delegation to attend the funeral of the late General Secretary Nguyen Phu Trong, an outstanding leader of the Vietnamese people. Congratulating Guinea-Bissau on its socio -economic development achievements in recent times, the Prime Minister hoped that Guinea-Bissau would soon realize the goals of the Guinea-Bissau Strategy 2025, making Guinea-Bissau increasingly developed and effectively contributing to the process of peace, security, cooperation and development in Africa.

Thanking the warm and friendly reception that the leaders and people of Vietnam have given to the delegation, the President of Guinea-Bissau expressed his admiration for Vietnam's remarkable development achievements and highly appreciated the role and wise leadership of the Party, State and Government of Vietnam.
The President shared that the Vietnamese revolution, President Ho Chi Minh and General Vo Nguyen Giap inspired the Guinea-Bissau people's path to national liberation; Vietnam is a model for Guinea-Bissau in maintaining stability, innovation and economic development.

Providing information on the situation, major development orientations and foreign policy priorities of Vietnam, Prime Minister Pham Minh Chinh emphasized that Vietnam values the traditional friendly and cooperative relationship with African countries, constantly expanding and developing this relationship, in which an important milestone is Vietnam officially becoming an Observer of the African Union in December 2023.
The Vietnam-Guinea-Bissau cooperative relationship is also making positive progress based on three important fundamental factors: the foundation of political trust formed from the history of solidarity and mutual support in the past struggle for national independence; the economic foundation based on similarities and complementary development conditions; and the foundation of sharing many similar values, the policy of supporting and enhancing multilateral cooperation and South-South cooperation.

Discussing directions for promoting cooperation in the coming time, the two leaders agreed to coordinate to develop relations in the spirit of "sincere, equal, mutually beneficial partnership"; identifying three priorities in political-diplomatic cooperation including increasing delegation exchanges and contacts at all levels; coordinating and supporting each other at multilateral forums; supporting each other to promote cooperation at the regional level, in which Guinea-Bissau supports Vietnam to promote cooperation with the African Union, the Economic Community of West African States (ECOWAS), and Vietnam acts as a bridge for cooperation between Guinea-Bissau and ASEAN and its member countries.

On this occasion, the Prime Minister welcomed Guinea-Bissau's unilateral decision to exempt visas for Vietnamese diplomatic and official passport holders to facilitate increased exchanges and cooperation between the two countries.

Appreciating Vietnam's experience and policies in successful macroeconomic management and international integration, the President of Guinea-Bissau supported Prime Minister Pham Minh Chinh's proposal on priority solutions in economic cooperation. Accordingly, the two countries will diversify export products based on the main product of cashew nuts and expand to other strong products such as rice, textiles, household goods, machinery, electrical equipment, seafood, etc.; promote the exchange of business delegations, enhance information on markets and opportunities for business and investment cooperation; promote cooperation in agriculture, agricultural, aquatic and seafood processing, coordinate to mobilize development partners and international organizations to participate in implementing tripartite agricultural cooperation projects, contributing to helping Guinea-Bissau ensure food security and increase exports; strengthen cooperation and share experiences in the fields of medical and educational expert cooperation; Complete and implement cooperation mechanisms and negotiate and sign agreements, creating a favorable legal framework for bilateral cooperation.
On this occasion, the President of Guinea-Bissau also wishes to welcome Prime Minister Pham Minh Chinh to visit Guinea-Bissau. The Prime Minister thanked him and will arrange the visit at a suitable time.
